Good evening.

Tonight, we’re going to show you something that the world has never seen before. Tonight, we are going to reveal new and conclusive proof of the secret nuclear weapons program that Iran has been hiding for years from the international community in its secret atomic archive.

We’re going to show you Iran’s secret nuclear files.

You may well know that Iran’s leaders repeatedly deny ever pursuing nuclear weapons. You can listen to Iran’s Supreme Leader Ali Khamenei: “I stress that the Islamic Republic has never been after nuclear weapons.” You can listen to Iran’s president Hassan Rouhani: “Nuclear weapons and other weapons of mass destruction have no place in Iran’s security and defense doctrine, and contradict our fundamental religious and ethical convictions.” This is repeated by Iran’s Foreign Minister Javad Zarif: “We didn’t have any program to develop nuclear weapons. Anyway, we consider nuclear weapons both irrational as well as immoral.”

Well, tonight, I’m here to tell you one thing: Iran lied. Big time.

After signing the nuclear deal in 2015, Iran intensified its efforts to hide its secret nuclear files. In 2017, Iran moved its nuclear weapons files to a highly secret location in Tehran. This is the Shorabad District in southern Tehran. This is where they kept the atomic archives. Right here. Few Iranians knew where it was, very few, and also a few Israelis.

Now, from the outside, this was an innocent looking compound. It looks like a dilapidated warehouse. But from the inside, it contained Iran’s secret atomic archives locked in massive files. Actually, they’re a little bigger than this, okay?

A few weeks ago, in a great intelligence achievement, Israel obtained half a ton of the material inside these vaults. And here’s what we got. Fifty-five thousand pages. Another 55,000 files on 183 CDs.

Everything you’re about to see, is an exact copy of the original Iranian material.

You may want to know where are the originals? Well, I can say they’re now in a very safe place.

Here’s what the files included: incriminating documents, incriminating charts, incriminating presentations, incriminating blueprints, incriminating photos, incriminating videos and more.

We’ve shared this material with the United States, and the United States can vouch for its authenticity. We will also share it with other countries, and we’ll share it with the International Atomic Energy Agency.

So, let me tell you the history of this material.

We’ve known for years that Iran had a secret nuclear weapons program called Project Amad. We can now prove that Project Amad was a comprehensive program to design, build and test nuclear weapons. We can also prove that Iran is secretly storing Project Amad material to use at a time of its choice to develop nuclear weapons.

Here’s what Project Amad’s explicit goal was: creating nuclear weapons. This is an original Iranian presentation from these files, and here’s the mission statement: Design, produce and test five warheads, each with ten kiloton TNT yield for integration on a missile. You don’t need to read Farso to read 10 kilotons here. TNT. This is the specific goal of Project Amad. That’s like five Hiroshima bombs to be put on ballistic missiles.

This is an original Iranian spreadsheet from the archives of Project Amad. Look at what we have here. Yellowcake production, centrifuge enrichment prossess, warhead project, simulation project, and test. And indeed, when we analyzed what’s in these archives, we found that Project Amad had the all the five elements, the five key elements, of a nuclear weapons program. I want to take them one by one.

The first element is designing nuclear weapons. This is an original Iranian illustration of a weapon. Again, you don’t have to read Farsi to understand this. This is U235—that’s enriched uranium, right here at the core. That’s the only place where you find in the core enriched uranium. And here’s an Iranian simulation, original Iranian simulation putting all these components together. That’s the first component.

Second component—developing nuclear cores. Here’s a photo showing the casting process and a cast metal core, from the archives. And here’s a secret underground facility the Iranians were building to produce nuclear cores. We have hundreds of documents for each of these components.

Third component—building nuclear implosion systems. This is an original Iranian photo of a measuring device for implosions. And here’s a simulation of a nuclear implosion.

Fourth element—preparing nuclear tests. Here’s a map of five potential locations for a nuclear test in eastern Iran, One, two, three, four, five.

We have many, many more such documents.

And fifth—integrating nuclear weapons on missiles. Here’s a design for a nuclear payload on a Shahab3 missile, from the archive. Here’s the warhead, here’s the bomb. And I don’t have to remind you, I think, that Iran is continually expanding the range of its ballistic missiles, its nuclear-capable missiles. They started with 1,000 kilometers, they’re now up to 2,000, roughly. They can reach Riyadh, Tel Aviv, Moscow, but they’re working on far, far greater ranges. They’re planning much longer range missiles to carry nuclear weapons.

So these files conclusively prove that Iran is brazenly lying when it says it never had a nuclear weapons program. The files prove that.

But here’s what happened next. Iran was faced with mounting pressure in 2003. You remember that, that was following the Gulf War, so it was forced to shelve Project Amad. But it didn’t shelve its nuclear ambitions. So Iran devised a plan to do two things. First, to preserve the nuclear know-how from Project Amad, and second, to further develop its nuclear weapons related capabilities. That plan came directly from Iran’s top leadership.

There’s another document from the archive. This is following the new directive of Iran’s Minister of Defense, Mr. Shamkhani, today he’s the director of the National Security Council. Following the new directive of Iran’s Minister of Defense, the work would be split into two parts, covert and overt. A key part of the plan was to form new organizations to continue the work. This is how Dr. Mohsen Fakhrizadeh, head of Project Amad, put it. Remember that name, Farhizadeh. So here’s his directive, right here. And he says: “The general aim is to announce the closure of Project Amad,” but then he adds, “Special activities”—you know what that is—“Special activities will be carried out under the title of scientific know-how developments.” And in fact, this is exactly what Iran proceeded to do. It continued this work in a series of organizations over the years, and today, in 2018, this work is carried out by SPND, that’s an organization inside Iran’s Defense Ministry. And you will not be surprised to hear that SPND is led by the same person that led Project Amad, Dr. Farhizadeh, and also, not coincidentally, many of SPND’s key personnel worked under Farhizadeh on Project Amad.

So this atomic archive clearly shows that Iran planned, at the highest levels, to continue work related to nuclear weapons under different guises and using the same personnel.

I want to give you another example of Iran’s nuclear weapons related activity that continued after Project Amad. You all remember the Fordow Facility? The Fordow Uranium Enrichment Facility. This was a secret underground enrichment facility that the Iranians built under a mountain. You don’t put thousands of centrifuges under a mountain to produce medical isotopes. You put them there for one reason: nuclear weapons, enrichment for nuclear weapons. But the files show that Fordow was designed from the get-go for nuclear weapons as part of Project Amad. Here’s an original Iranian blueprint of Fordow. And what happened was that Iran continued to build Fordow years, secretly building, years after Project Amad ended. Here’s what it looks like. That’s the entrance. It goes under a mountain. You also will not be surprised that Iran insisted on keeping Fordow. And amazingly, the nuclear deal enabled it to do it. It enabled it to do it, but this came with a hitch. Iran was required by the nuclear deal, to come clean to the International Atomic Energy Agency about its nuclear program. This was an explicit condition for implementing the nuclear deal. Iran has to come clean. So in December 2015, the IAEA published its final assessment of what it called the military aspects of Iran’s nuclear program. This is the report. This was Iran’s chance to fully come clean to the IAEA. They could tell the truth, they could say, we had this program, this secret program, it’s over, we shelved it, it doesn’t exist, we destroyed the material. Here’s what Iran actually told the IAEA. It said, Iran denied the existence of a coordinated program aimed at the development of a nuclear explosive device, and specifically denied, get this, specifically denied the existence of the Amad plan. The material proves otherwise, that Iran authorized, initiated and funded Project Amad, a coordinated program aimed at the development of a nuclear explosive device.

Here’s another document from the archive. This is the master plan of Project Amad. Iran said to the IAEA, no work has been conducted with multi-point initiation. This is multi-point initiation. You’ve got to forgive me, this jargon, this scientific terminology is something that is necessary to understand the production of nuclear weapons. But here’s what they say, no work has been conducted with MPI technology in hemispherical geometry. But again, the archive shows that this is a complete fabrication. Iran conducted extensive work with MPI technology in hemispherical geometry. There’s an example. Hundreds more documents prove it.

Iran said to the Agency, that it had not conducted metallurgical work specifically designed for a nuclear device. But the files again show that this is a lie. Iran conducted extensive metallurgical work specifically designed for a nuclear device. Here’s an original Iranian photo, plenty more in the archive.

So what I’ve shown you tonight is just a fraction of the total material that we have. But even from this sample, you can draw four main conclusions. First, Iran lied about never having a nuclear weapons program. 100,000 secret files prove that they lied. Second, even after the deal, Iran continued to preserve and expand its nuclear weapons know-how for future use. Why would a terrorist regime hide and meticulously catalogue its secret nuclear files, if not to use them at a later date. Third, Iran lied again in 2015, when it didn’t come clean to the IAEA, as required by the nuclear deal. And finally, the Iran deal, the nuclear deal, is based on lies. It’s based on Iranian lies and Iranian deception. 100,000 files right here prove that they lied.

So here’s the bottom line. Iran continues to lie. Just last week, Zarif said this: “We never wanted to produce a bomb.” Again: “We never wanted to produce a bomb.”

Yes you did. Yes you do. And the atomic archive proves it.

The nuclear deal gives Iran a clear pass to an atomic arsenal. It does so because it gives them the three components that are necessary to produce this arsenal. First, unlimited enrichment in a few years. And they plan to do that. They plan to have several hundred thousand advanced centrifuges with which they can enrich mountains of uranium for that core that I showed you before. For many, many such cores. Second, it completely fails to address Iran’s continued development of ballistic missiles. And third, and this is new, it completely fails to address Iran’s secret nuclear bomb program and its advanced work on weaponization. We just did.

So this is a terrible deal. It should never have been concluded. And in a few days’ time, President Trump will decide, will make a decision on what to do with the nuclear deal. I’m sure he’ll do the right thing. The right thing for the United States, the right thing for Israel and the right thing for the peace of the world.

Thank you Herzi Makov, and thank you distinguished diplomats and friends. It’s an honor for me to be here at the Menachem Begin Heritage Center. We’re celebrating Israel’s 70th anniversary, and we can celebrate at the same time, and for good reason, for three reasons Menachem Begin’s legacy. There are many reasons to celebrate Begin’s legacy, but I believe that three things make him stand out as a true hero of our people.

The first one is liberty. Begin was a great champion and fighter for Israel’s independence. He, in his memoir The Revolt, he wrote that the “be all and end all” of his ideology was “[f]reedom—the freedom and happiness of the individual.” Also the freedom of our people, which is what that book describes. He understood that there can be no neutrality in the fight for freedom. He wrote, “If you love freedom, you hate slavery.”

And Begin hated all forms of tyranny. He wrote that one’s “very self-respect as a human being lies in resistance to evil.” And that meant sacrifice. Begin was willing to sacrifice for the liberty of our people. He wrote, “The idea of freedom had captured our hearts completely… The individual identified himself with that idea. And if it meant the surrender of his personal liberty—he surrendered it; if it required that he leave his family—he left it; if it involved the enduring of torture—he accepted it; if it called for continuous exposure to danger—he resigned himself to it; if it demanded his life—he gave it.”

So in many ways, Menachem Begin symbolized the essence of our struggle for liberty. He fought for it, he sacrificed for it; he achieved it. And it is our struggle to be a free people in our ancestral homeland that guided his life, and he serves as an emblem and as an example for future generations, because the battle is never over.

And for the purpose of having future generations understand the necessity of sacrifice and the meaning of Begin’s life, I think that this Center serves a unique purpose. I always say that you made it too small, that the traffic flow is insufficient. How many people visit every year? [One hundred and fifty thousand.] Not enough. A hundred and fifty thousand? It should be three hundred and fifty thousand, and we should find the means to achieve this. But I want young Israelis to come here so that they understand fully the importance of being a free people in our own land—unapologetic Jews, proud Jews. This is the only way that we can maintain our heritage and secure our future.

The second reason Begin is remembered is because of security. Begin understood that security comes first. All the other attributes of independence ultimately pale and wither away if you cannot defend your security. In 1981, he dispatched the IDF to destroy the nuclear reactor of a genocidal tyrant that called for the annihilation of Israel. His policy was simple; his policy was right. He said that we will not allow regimes that call for Israel’s destruction to acquire nuclear weapons.

Does anyone remember how the world reacted to this strike? This is the strike that genuinely blocked Saddam’s path to nuclear weapons. Well, the UN passed Resolution 487 strongly condemning Israel. A leading European diplomat—I’m now the Foreign Minister, I have to be careful—he said this air strike on Saddam’s nuclear reactor was unacceptable. The New York Times of course criticized it. What’s new?

Begin was unflinching, and Israel’s policy has not changed since Begin. Israel will not allow regimes that seek our annihilation to acquire nuclear weapons. This is why we opposed so resolutely the Iran deal, because it gives Iran a clear path to a nuclear arsenal. It allows, over a few years, unlimited enrichment of uranium, the core ingredient required to produce nuclear bombs—and nothing else—and it also does not deal with the ballistic missiles that can deliver this weapon to many, many countries. This is why this deal has to be either fully fixed or fully nixed.

And I believe that Begin exemplified for us the commitment to defend Israel’s security at all costs, although I believe that in so doing, in the case of Iraq and now in the case of Iran, the security of the entire world is at stake.

There is a third reason why I think Begin is remembered with unique fondness, and that is inclusivity. Begin opened up Israeli society. Up to the election of, the great election in which the Likud won the victory under his leadership, the government never changed. It was always one party and many people felt that they were out of the loop, that they weren’t part of Israeli society. And this changed very dramatically with Begin. He immediately began a program to upgrade what we call the neighborhoods; that means those neighborhoods in development towns and in Tel Aviv and the center of the country that were left untended. They were dilapidated. And in the physical restructuring of those neighborhoods was really a psychological restructuring, telling people, all strata of Israeli society: You are all part of this one country. You all deserve a place of honor and integrity. You all can be leaders in this country.

And he changed this. He brought young mayors from the development towns into the Likud, and he truly revolutionized Israeli society and Israeli politics in the best sense of the word: inclusivity—an open, inclusive society, open to all. And this has made Israel a tremendous, tremendously vibrant country.

These are the three reasons that I think Begin is remembered with affection and respect: liberty, security, inclusivity. But there are many others.

I think the most important one is passion. Begin had a passion for our people, for our reconstituted place in history, for justice and truth. I remember that I was a young diplomat. I had just been, I just entered diplomatic life as the number two in our embassy in Washington. Israel was maligned as though the Israeli army had sent or allowed or even dispatched Christian Lebanese to commit a massacre. And he called me up, and he said, “Mr. Netanyahu…” He knew me because he knew my father. He said, “Please take a pen and a pencil and please write this blood libel.” He started, and he said, “I want an ad in the New York Times: Blood libel.” And he wrote the ad, and I wrote the ad, and it was written from the heart, from the mind too, but from the heart, because he couldn’t accept the defamation of the Jewish people. He, who understood the horrors of the Holocaust and knew what we were fighting for, knew what values we stood for, he couldn’t accept this slandering of the Jewish state.

And I felt that passion. I think every Israeli felt that passion. And I think that many around the world felt that passion too. And even though some may not have agreed with him, they respected him for it because they knew it was true.

So for these reasons and more, we remember Begin. You asked me, however, to talk about our position in the world. Well, I think Begin helped change it in many ways. I think that today Israel’s diplomatic position is better than it’s ever been, because many countries around the world understand what Israel can offer—the security we can offer against terrorism that plagues so many lands, so many continents, in fact virtually all lands in all continents, and the benefits that our ingenuity can bring to all lands in all continents. This is taking shape before our eyes.

There are many distinguished representatives here. I’ve been put right between the Ambassador of the United States, who knows this very well, and our alliance is as strong as it’s ever been. We look forward in a few days to open up the American embassy in Jerusalem, and we are deeply appreciative of President Trump’s historic decision. I just came from my office, and right next to my office is the Israeli cabinet room. And at the entrance of this cabinet room are two documents: One, President Truman’s historic recognition of the Jewish state; and right next to it, President Trump’s historic recognition of Jerusalem as Israel’s capital.

So our alliance with the United States has been steadfast and growing stronger and stronger, year by year. But equally, we appreciate the fact that we have these relations, growing relations with so many others, and I am seated right next to the Ambassador of India. It’s good to see you. And I can tell you that I had a wonderful trip to India after Prime Minister Modi and I waded in the waters of the Hadera beach. It was a tremendously moving experience to see the support and enthusiasm for Israel in India.

And we see this everywhere. We see it in so many countries, in so many lands, who understand that their people can have a better life by cooperating with Israel in so many fields. I have to say that one of the meetings that I remember most was a meeting in the United Nations—yes Herzi, the United Nations. It’s not completely nothing you know. It has its uses and its purposes, and we seek the alliances with many countries, and the goodwill of the international community. We don’t always get it, and certainly we don’t get it at the UN, but at the UN I met many, many African leaders who came to a special exposition that we did on Israeli technology in Africa.

And one after the other, these young Israelis, men and women, showed what they were doing to help villagers have water. An African woman would have to walk four hours one direction to a distant well, and walk back four hours to bring water to her children. And Israeli innovation gave her water from the air. You know, Moses hit the rock and got water? These Israelis hit the air and they get water. It’s miraculous. Anything that you can think of—in agriculture, in health, in IT—Israeli technology was revolutionizing, is revolutionizing Africa.

And one African leader said to me afterwards, he said, “Tell me, tell me. What is your secret? How come this small people is making all these tremendous things? What is your secret, because we want to replicate it?” And I said, “Well, you know, if I have to explain what our secret is, it’s a unique combination. We’re an ancient people, one of the most ancient peoples on earth. We’re an ancient people with deep roots in our traditions, in our ancestral homeland, but we throw our branches to the sky, with never-ending curiosity and with this desire to change things for the better, to fix the world. We call it tikkun olam.”

And this combination of deep heritage and this constant thirst for innovation is what makes the Jewish people so unique. I think it’s what makes the Jewish state so unique, and I’m very glad that so many countries around the world today are discovering these capacities of Israel, and that our friendships are blossoming as never before.

I think much of this we have to thank for Menachem Begin. I think if Begin was with us today, I think he’d be proud. He sees that we have a thriving democracy that guarantees the freedom of the individual, the freedom of worship to all religions, just as Begin believed. We have a tolerant society that improves the lives of people around the world, just as Menachem Begin believed. We’re at peace with Egypt, a peace that Begin worked for and achieved, and we have peace with Jordan, and our hand is extended to peace to all our neighbors. And I believe that something is changing, perhaps not in our immediate vicinity with our Palestinian neighbors, but beyond that there is no question that many Arab governments, and quite a few of the Arab publics, are reexamining their attitudes towards Israel because of all the reasons that I mentioned, including Iran.

We have, I think, much to be proud for, about, and I think we have Menachem Begin to be proud about. So today I ask everyone listening to me to honor the memory of Menachem Begin. If you haven’t already done so, read The Revolt. You’ll understand what a true hero this man was, and join me and all Israelis in celebrating our 70th anniversary. I have no doubt that, in another 70 years, Israel will be even stronger and more prosperous than it is today. And Menachem Begin would be very, very proud.

כל זה, לצערי, לא מעניין את מזכיר המדינה של ארצות הברית. הוא יוצר משוואה מוסרית מזויפת בין בניית בית בירושלים או בשכונותיה ובפרבריה, לבין טרור שמכה בחפים מפשע.
ואחרי שהוא יוצר את המשוואה, הוא מדבר כמעט אך ורק על הבית בירושלים, משלם מס שפתיים בלבד לגינוי הטרור.

אגב, בהחלטה של האו”ם שהוא יזם וקידם, שם בכלל מדברים על הסתה, אנונימית, לא יודעים של מי.
ההתנחלויות? זה ישראל.
הסתה? בשטח, לא יודעים של מי.
אני יכול רק להביע צער, כי לו היה הממשל משקיע במאבק בטרור הפלסטיני את אותן אנרגיות שהוא השקיע בגינוי הבנייה בירושלים, אולי היה סיכוי טוב יותר לקדם את השלום.

אני קיבלתי הערב מסר מהרב יהודה בן ישי, אביה של רותי פוגל זיכרונה לברכה, שנרצחה יחד עם משפחתה באיתמר.
הנה מה שהוא כותב לי, הוא אומר: “בימי חנוכה אלה, האור גובר על חושך. על ידך ועל ידי העם כולו המנורה, הסמל של מדינת ישראל, שוב מאירה למרחקים. מתוך אמונה בצור ישראל וגואלו נתגבר בעזרת השם על כל מכשול”.

Translation:

The speech of Secretary of State John Kerry is a big disappointment.
It deals obsessively on settlements in Israel, instead of dealing with the root of the conflict – the Palestinian refusal persistent, ongoing, recognize a Jewish state in any borders.

I must tell you that I was surprised.
This is what the Minister of Foreign Affairs of the United States, the greatest power in the world, is what the Secretary of State to focus on one of the speeches summing up, for an hour? Middle East in flames, entire countries, terrorism rampant – and for an hour the secretary of state attacks the only democracy in the Middle East, which maintains stability in the Middle East, not only our stability and our citizens, Jews and Arabs alike, but also contributes to stability and security in the region and to several neighboring countries.

We are now at Christmas, perhaps Secretary of State John Kerry did not notice that Israel is the only place in the Middle East where Christians can celebrate Christmas in security, peace and joy.
All this, unfortunately, does not interest the Secretary of State of the United States. It creates a false moral equation between building a house in Jerusalem and its suburbs or neighborhoods, and terrorism strikes innocent people.
And after he makes the equation, he talks almost exclusively about the house in Jerusalem, pays only lip service to the condemnation of terrorism.

Incidentally, the decision of the United Nations that he initiated and promoted, where even talking about incitement, anonymous, did not know of any.
Settlement? It’s Israel.
Incitement? Area, do not know who.
I can only express regret that the government has been investing in the fight Palestinian terrorism the same energy he invested in condemning construction in Jerusalem, might have a better chance of promoting peace.

I received a message from Rabbi Yehuda evening Ben-Yishai, father of Ruth Fogel, of blessed memory, who was murdered along with her family in Itamar.

SECRETARY KERRY: Thank you very much. Thank you. Thank you very, very much. Thank you. (Coughs.) Excuse me. Thank you for your patience, all of you. For those of you who celebrated Christmas, I hope you had a wonderful Christmas. Happy Chanukah. And to everybody here, I know it’s the middle of a holiday week. I understand. (Laughter.) But I wish you all a very, very productive and Happy New Year.

Today, I want to share candid thoughts about an issue which for decades has animated the foreign policy dialogue here and around the world – the Israeli-Palestinian conflict.

Throughout his Administration, President Obama has been deeply committed to Israel and its security, and that commitment has guided his pursuit of peace in the Middle East. This is an issue which, all of you know, I have worked on intensively during my time as Secretary of State for one simple reason: because the two-state solution is the only way to achieve a just and lasting peace between Israelis and Palestinians. It is the only way to ensure Israel’s future as a Jewish and democratic state, living in peace and security with its neighbors. It is the only way to ensure a future of freedom and dignity for the Palestinian people. And it is an important way of advancing United States interests in the region.

Now, I’d like to explain why that future is now in jeopardy, and provide some context for why we could not, in good conscience, stand in the way of a resolution at the United Nations that makes clear that both sides must act now to preserve the possibility of peace.

I’m also here to share my conviction that there is still a way forward if the responsible parties are willing to act. And I want to share practical suggestions for how to preserve and advance the prospects for the just and lasting peace that both sides deserve.

So it is vital that we have an honest, clear-eyed conversation about the uncomfortable truths and difficult choices, because the alternative that is fast becoming the reality on the ground is in nobody’s interest – not the Israelis, not the Palestinians, not the region – and not the United States.

Now, I want to stress that there is an important point here: My job, above all, is to defend the United States of America – to stand up for and defend our values and our interests in the world. And if we were to stand idly by and know that in doing so we are allowing a dangerous dynamic to take hold which promises greater conflict and instability to a region in which we have vital interests, we would be derelict in our own responsibilities.

Regrettably, some seem to believe that the U.S. friendship means the U.S. must accept any policy, regardless of our own interests, our own positions, our own words, our own principles – even after urging again and again that the policy must change. Friends need to tell each other the hard truths, and friendships require mutual respect.

Israel’s permanent representative to the United Nations, who does not support a two-state solution, said after the vote last week, quote, “It was to be expected that Israel’s greatest ally would act in accordance with the values that we share,” and veto this resolution. I am compelled to respond today that the United States did, in fact, vote in accordance with our values, just as previous U.S. administrations have done at the Security Council before us.

They fail to recognize that this friend, the United States of America, that has done more to support Israel than any other country, this friend that has blocked countless efforts to delegitimize Israel, cannot be true to our own values – or even the stated democratic values of Israel – and we cannot properly defend and protect Israel if we allow a viable two-state solution to be destroyed before our own eyes.

And that’s the bottom line: the vote in the United Nations was about preserving the two-state solution. That’s what we were standing up for: Israel’s future as a Jewish and democratic state, living side by side in peace and security with its neighbors. That’s what we are trying to preserve for our sake and for theirs.

In fact, this Administration has been Israel’s greatest friend and supporter, with an absolutely unwavering commitment to advancing Israel’s security and protecting its legitimacy.

On this point, I want to be very clear: No American administration has done more for Israel’s security than Barack Obama’s. The Israeli prime minister himself has noted our, quote, “unprecedented” military and intelligence cooperation. Our military exercises are more advanced than ever. Our assistance for Iron Dome has saved countless Israeli lives. We have consistently supported Israel’s right to defend itself, by itself, including during actions in Gaza that sparked great controversy.

Time and again we have demonstrated that we have Israel’s back. We have strongly opposed boycotts, divestment campaigns, and sanctions targeting Israel in international fora, whenever and wherever its legitimacy was attacked, and we have fought for its inclusion across the UN system. In the midst of our own financial crisis and budget deficits, we repeatedly increased funding to support Israel. In fact, more than one-half of our entire global Foreign Military Financing goes to Israel. And this fall, we concluded an historic $38 billion memorandum of understanding that exceeds any military assistance package the United States has provided to any country, at any time, and that will invest in cutting-edge missile defense and sustain Israel’s qualitative military edge for years to come. That’s the measure of our support.

This commitment to Israel’s security is actually very personal for me. On my first trip to Israel as a young senator in 1986, I was captivated by a special country, one that I immediately admired and soon grew to love. Over the years, like so many others who are drawn to this extraordinary place, I have climbed Masada, swum in the Dead Sea, driven from one Biblical city to another. I’ve also seen the dark side of Hizballah’s rocket storage facilities just across the border in Lebanon, walked through exhibits of the hell of the Holocaust at Yad Vashem, stood on the Golan Heights, and piloted an Israeli jet over the tiny airspace of Israel, which would make anyone understand the importance of security to Israelis. Out of those experiences came a steadfast commitment to Israel’s security that has never wavered for a single minute in my 28 years in the Senate or my four years as Secretary.

I have also often visited West Bank communities, where I met Palestinians struggling for basic freedom and dignity amidst the occupation, passed by military checkpoints that can make even the most routine daily trips to work or school an ordeal, and heard from business leaders who could not get the permits that they needed to get their products to the market and families who have struggled to secure permission just to travel for needed medical care.

And I have witnessed firsthand the ravages of a conflict that has gone on for far too long. I’ve seen Israeli children in Sderot whose playgrounds had been hit by Katyusha rockets. I’ve visited shelters next to schools in Kiryat Shmona that kids had 15 seconds to get to after a warning siren went off. I’ve also seen the devastation of war in the Gaza Strip, where Palestinian girls in Izbet Abed Rabo played in the rubble of a bombed-out building.

No children – Israeli or Palestinian – should have to live like that.

So, despite the obvious difficulties that I understood when I became Secretary of State, I knew that I had to do everything in my power to help end this conflict. And I was grateful to be working for President Obama, who was prepared to take risks for peace and was deeply committed to that effort.

Like previous U.S. administrations, we have committed our influence and our resources to trying to resolve the Arab-Israeli conflict because, yes, it would serve American interests to stabilize a volatile region and fulfill America’s commitment to the survival, security and well-being of an Israel at peace with its Arab neighbors.

Despite our best efforts over the years, the two-state solution is now in serious jeopardy.

The truth is that trends on the ground – violence, terrorism, incitement, settlement expansion and the seemingly endless occupation – they are combining to destroy hopes for peace on both sides and increasingly cementing an irreversible one-state reality that most people do not actually want.

Today, there are a number – there are a similar number of Jews and Palestinians living between the Jordan River and the Mediterranean Sea. They have a choice. They can choose to live together in one state, or they can separate into two states. But here is a fundamental reality: if the choice is one state, Israel can either be Jewish or democratic – it cannot be both – and it won’t ever really be at peace. Moreover, the Palestinians will never fully realize their vast potential in a homeland of their own with a one-state solution.

Now, most on both sides understand this basic choice, and that is why it is important that polls of Israelis and Palestinians show that there is still strong support for the two-state solution – in theory. They just don’t believe that it can happen.

After decades of conflict, many no longer see the other side as people, only as threats and enemies. Both sides continue to push a narrative that plays to people’s fears and reinforces the worst stereotypes rather than working to change perceptions and build up belief in the possibility of peace.

And the truth is the extraordinary polarization in this conflict extends beyond Israelis and Palestinians. Allies of both sides are content to reinforce this with an us or – “you’re with us or against us” mentality where too often anyone who questions Palestinian actions is an apologist for the occupation and anyone who disagrees with Israel policy is cast as anti-Israel or even anti-Semitic.

That’s one of the most striking realties about the current situation: This critical decision about the future – one state or two states – is effectively being made on the ground every single day, despite the expressed opinion of the majority of the people.

The status quo is leading towards one state and perpetual occupation, but most of the public either ignores it or has given up hope that anything can be done to change it. And with this passive resignation, the problem only gets worse, the risks get greater and the choices are narrowed.

This sense of hopelessness among Israelis is exacerbated by the continuing violence, terrorist attacks against civilians and incitement, which are destroying belief in the possibility of peace.

Let me say it again: There is absolutely no justification for terrorism, and there never will be.

And the most recent wave of Palestinian violence has included hundreds of terrorist attacks in the past year, including stabbings, shootings, vehicular attacks and bombings, many by individuals who have been radicalized by social media. Yet the murderers of innocents are still glorified on Fatah websites, including showing attackers next to Palestinian leaders following attacks. And despite statements by President Abbas and his party’s leaders making clear their opposition to violence, too often they send a different message by failing to condemn specific terrorist attacks and naming public squares, streets and schools after terrorists.

President Obama and I have made it clear to the Palestinian leadership countless times, publicly and privately, that all incitement to violence must stop. We have consistently condemned violence and terrorism, and even condemned the Palestinian leadership for not condemning it.

Far too often, the Palestinians have pursued efforts to delegitimize Israel in international fora. We have strongly opposed these initiatives, including the recent wholly unbalanced and inflammatory UNESCO resolution regarding Jerusalem. And we have made clear our strong opposition to Palestinian efforts against Israel at the ICC, which only sets back the prospects for peace.

And we all understand that the Palestinian Authority has a lot more to do to strengthen its institutions and improve governance.

Most troubling of all, Hamas continues to pursue an extremist agenda: they refuse to accept Israel’s very right to exist. They have a one-state vision of their own: all of the land is Palestine. Hamas and other radical factions are responsible for the most explicit forms of incitement to violence, and many of the images that they use are truly appalling. And they are willing to kill innocents in Israel and put the people of Gaza at risk in order to advance that agenda.

Compounding this, the humanitarian situation in Gaza, exacerbated by the closings of the crossings, is dire. Gaza is home to one of the world’s densest concentrations of people enduring extreme hardships with few opportunities. 1.3 million people out of Gaza’s population of 1.8 million are in need of daily assistance – food and shelter. Most have electricity less than half the time and only 5 percent of the water is safe to drink. And yet despite the urgency of these needs, Hamas and other militant groups continue to re-arm and divert reconstruction materials to build tunnels, threatening more attacks on Israeli civilians that no government can tolerate.

Now, at the same time, we have to be clear about what is happening in the West Bank. The Israeli prime minister publicly supports a two-state solution, but his current coalition is the most right wing in Israeli history, with an agenda driven by the most extreme elements. The result is that policies of this government, which the prime minister himself just described as “more committed to settlements than any in Israel’s history,” are leading in the opposite direction. They’re leading towards one state. In fact, Israel has increasingly consolidated control over much of the West Bank for its own purposes, effectively reversing the transitions to greater Palestinian civil authority that were called for by the Oslo Accords.

I don’t think most people in Israel, and certainly in the world, have any idea how broad and systematic the process has become. But the facts speak for themselves. The number of settlers in the roughly 130 Israeli settlements east of the 1967 lines has steadily grown. The settler population in the West Bank alone, not including East Jerusalem, has increased by nearly 270,000 since Oslo, including 100,000 just since 2009, when President Obama’s term began.

There’s no point in pretending that these are just in large settlement blocks. Nearly 90,000 settlers are living east of the separation barrier that was created by Israel itself in the middle of what, by any reasonable definition, would be the future Palestinian state. And the population of these distant settlements has grown by 20,000 just since 2009. In fact, just recently the government approved a significant new settlement well east of the barrier, closer to Jordan than to Israel. What does that say to Palestinians in particular – but also to the United States and the world – about Israel’s intentions?

Let me emphasize, this is not to say that the settlements are the whole or even the primary cause of this conflict. Of course they are not. Nor can you say that if the settlements were suddenly removed, you’d have peace. Without a broader agreement, you would not. And we understand that in a final status agreement, certain settlements would become part of Israel to account for the changes that have taken place over the last 49 years – we understand that – including the new democratic demographic realities that exist on the ground. They would have to be factored in. But if more and more settlers are moving into the middle of Palestinian areas, it’s going to be just that much harder to separate, that much harder to imagine transferring sovereignty, and that is exactly the outcome that some are purposefully accelerating.

Let’s be clear: Settlement expansion has nothing to do with Israel’s security. Many settlements actually increase the security burden on the Israeli Defense Forces. And leaders of the settler movement are motivated by ideological imperatives that entirely ignore legitimate Palestinian aspirations.

Among the most troubling illustrations of this point has been the proliferation of settler outposts that are illegal under Israel’s own laws. They’re often located on private Palestinian land and strategically placed in locations that make two states impossible. There are over 100 of these outposts. And since 2011, nearly one-third of them have been or are being legalized, despite pledges by past Israeli governments to dismantle many of them.

Now leaders of the settler movement have advanced unprecedented new legislation that would legalize most of those outposts. For the first time, it would apply Israeli domestic law to the West Bank rather than military law, which is a major step towards the process of annexation. When the law passed the first reading in the Israeli parliament, in the Knesset, one of the chief proponents said proudly – and I quote – “Today, the Israeli Knesset moved from heading towards establishing a Palestinian state towards Israeli sovereignty in Judea and Samaria.” Even the Israeli attorney general has said that the draft law is unconstitutional and a violation of international law.

Now, you may hear from advocates that the settlements are not an obstacle to peace because the settlers who don’t want to leave can just stay in Palestine, like the Arab Israelis who live in Israel. But that misses a critical point, my friends. The Arab Israelis are citizens of Israel, subject to Israel’s law. Does anyone here really believe that the settlers will agree to submit to Palestinian law in Palestine?

Likewise, some supporters of the settlements argue that the settlers could just stay in their settlements and remain as Israeli citizens in their separate enclaves in the middle of Palestine, protected by the IDF. Well, there are over 80 settlements east of the separation barrier, many located in places that would make a continuous – a contiguous Palestinian state impossible. Does anyone seriously think that if they just stay where they are you could still have a viable Palestinian state?

Now, some have asked, “Why can’t we build in the blocs which everyone knows will eventually be part of Israel?” Well, the reason building there or anywhere else in the West Bank now results in such pushback is that the decision of what constitutes a bloc is being made unilaterally by the Israeli Government, without consultation, without the consent of the Palestinians, and without granting the Palestinians a reciprocal right to build in what will be, by most accounts, part of Palestine. Bottom line – without agreement or mutuality, the unilateral choices become a major point of contention, and that is part of why we are here where we are.

You may hear that these remote settlements aren’t a problem because they only take up a very small percentage of the land. Well, again and again we have made it clear, it’s not just a question of the overall amount of land available in the West Bank. It’s whether the land can be connected or it’s broken up into small parcels, like a Swiss cheese, that could never constitute a real state. The more outposts that are built, the more the settlements expand, the less possible it is to create a contiguous state. So in the end, a settlement is not just the land that it’s on, it’s also what the location does to the movement of people, what it does to the ability of a road to connect people, one community to another, what it does to the sense of statehood that is chipped away with each new construction. No one thinking seriously about peace can ignore the reality of what the settlements pose to that peace.

But the problem, obviously, goes well beyond settlements. Trends indicate a comprehensive effort to take the West Bank land for Israel and prevent any Palestinian development there. Today, the 60 percent of the West Bank known as Area C – much of which was supposed to be transferred to Palestinian control long ago under the Oslo Accords – much of it is effectively off limits to Palestinian development. Most today has essentially been taken for exclusive use by Israel simply by unilaterally designating it as “state land” or including it within the jurisdiction of regional settlement councils. Israeli farms flourish in the Jordan River Valley, and Israeli resorts line the shores of the Dead Sea – a lot of people don’t realize this – they line the shore of the Dead Sea, where Palestinian development is not allowed. In fact, almost no private Palestinian building is approved in Area C at all. Only one permit was issued by Israel in all of 2014 and 2015, while approvals for hundreds of settlement units were advanced during that same period.

Moreover, Palestinian structures in Area C that do not have a permit from the Israeli military are potentially subject to demolition. And they are currently being demolished at an historically high rate. Over 1,300 Palestinians, including over 600 children, have been displaced by demolitions in 2016 alone – more than any previous year.

So the settler agenda is defining the future of Israel. And their stated purpose is clear. They believe in one state: greater Israel. In fact, one prominent minister, who heads a pro-settler party, declared just after the U.S. election – and I quote – “the era of the two-state solution is over,” end quote. And many other coalition ministers publicly reject a Palestinian state. And they are increasingly getting their way, with plans for hundreds of new units in East Jerusalem recently announced and talk of a major new settlement building effort in the West Bank to follow.

So why are we so concerned? Why does this matter? Well, ask yourself these questions: What happens if that agenda succeeds? Where does that lead?

There are currently about 2.75 million Palestinians living under military occupation in the West Bank, most of them in Areas A and B – 40 percent of the West Bank – where they have limited autonomy. They are restricted in their daily movements by a web of checkpoints and unable to travel into or out of the West Bank without a permit from the Israelis.

So if there is only one state, you would have millions of Palestinians permanently living in segregated enclaves in the middle of the West Bank, with no real political rights, separate legal, education, and transportation systems, vast income disparities, under a permanent military occupation that deprives them of the most basic freedoms. Separate and unequal is what you would have. And nobody can explain how that works. Would an Israeli accept living that way? Would an American accept living that way? Will the world accept it?

If the occupation becomes permanent, over the time the Palestinian Authority could simply dissolve, turn over all the administrative and security responsibilities to the Israelis. What would happen then? Who would administer the schools and hospitals and on what basis? Does Israel want to pay for the billions of dollars of lost international assistance that the Palestinian Authority now receives? Would the Israel Defense Force police the streets of every single Palestinian city and town?

How would Israel respond to a growing civil rights movement from Palestinians, demanding a right to vote, or widespread protests and unrest across the West Bank? How does Israel reconcile a permanent occupation with its democratic ideals? How does the U.S. continue to defend that and still live up to our own democratic ideals?

Nobody has ever provided good answers to those questions because there aren’t any. And there would be an increasing risk of more intense violence between Palestinians and settlers, and complete despair among Palestinians that would create very fertile ground for extremists.

With all the external threats that Israel faces today, which we are very cognizant of and working with them to deal with, does it really want an intensifying conflict in the West Bank? How does that help Israel’s security? How does that help the region?

The answer is it doesn’t, which is precisely why so many senior Israeli military and intelligence leaders, past and present, believe the two-state solution is the only real answer for Israel’s long term security.

Now, one thing we do know: if Israel goes down the one state path, it will never have true peace with the rest of the Arab world, and I can say that with certainty. The Arab countries have made clear that they will not make peace with Israel without resolving the Israeli-Palestinian conflict. That’s not where their loyalties lie. That’s not where their politics are.

But there is something new here. Common interests in countering Iran’s destabilizing activities, and fighting extremists, as well as diversifying their economies have created real possibilities for something different is Israel takes advantage of the opportunities for peace. I have spent a great deal of time with key Arab leaders exploring this, and there is no doubt that they are prepared to have a fundamentally different relationship with Israel. That was stated in the Arab Peace Initiative, years ago. And in all my recent conversations, Arab leaders have confirmed their readiness, in the context of Israeli-Palestinian peace, not just to normalize relations but to work openly on securing that peace with significant regional security cooperation. It’s waiting. It’s right there.

Many have shown a willingness to support serious Israeli-Palestinian negotiations and to take steps on the path to normalization to relations, including public meetings, providing there is a meaningful progress towards a two-state solution. My friends, that is a real opportunity that we should not allow to be missed.

And that raises one final question: Is ours the generation that gives up on the dream of a Jewish democratic state of Israel living in peace and security with its neighbors? Because that is really what is at stake.

Now, that is what informed our vote at the Security Council last week – the need to preserve the two-state solution – and both sides in this conflict must take responsibility to do that. We have repeatedly and emphatically stressed to the Palestinians that all incitement to violence must stop. We have consistently condemned all violence and terrorism, and we have strongly opposed unilateral efforts to delegitimize Israel in international fora.

We’ve made countless public and private exhortations to the Israelis to stop the march of settlements. In literally hundreds of conversations with Prime Minister Netanyahu, I have made clear that continued settlement activity would only increase pressure for an international response. We have all known for some time that the Palestinians were intent on moving forward in the UN with a settlements resolution, and I advised the prime minister repeatedly that further settlement activity only invited UN action.

Yet the settlement activity just increased, including advancing the unprecedented legislation to legalize settler outposts that the prime minister himself reportedly warned could expose Israel to action at the Security Council and even international prosecution before deciding to support it.

In the end, we could not in good conscience protect the most extreme elements of the settler movement as it tries to destroy the two-state solution. We could not in good conscience turn a blind eye to Palestinian actions that fan hatred and violence. It is not in U.S. interest to help anyone on either side create a unitary state. And we may not be able to stop them, but we cannot be expected to defend them. And it is certainly not the role of any country to vote against its own policies.

That is why we decided not to block the UN resolution that makes clear both sides have to take steps to save the two-state solution while there is still time. And we did not take this decision lightly. The Obama Administration has always defended Israel against any effort at the UN and any international fora or biased and one-sided resolutions that seek to undermine its legitimacy or security, and that has not changed. It didn’t change with this vote.

But remember it’s important to note that every United States administration, Republican and Democratic, has opposed settlements as contrary to the prospects for peace, and action at the UN Security Council is far from unprecedented. In fact, previous administrations of both political parties have allowed resolutions that were critical of Israel to pass, including on settlements. On dozens of occasions under George W. Bush alone, the council passed six resolutions that Israel opposed, including one that endorsed a plan calling for a complete freeze on settlements, including natural growth.

Let me read you the lead paragraph from a New York Times story dated December 23rd. I quote: “With the United States abstaining, the Security Council adopted a resolution today strongly deploring Israel’s handling of the disturbances in the occupied territories, which the resolution defined as, including Jerusalem. All of the 14 other Security Council members voted in favor.” My friends, that story was not written last week. It was written December 23rd, 1987, 26 years to the day that we voted last week, when Ronald Reagan was president.

Yet despite growing pressure, the Obama Administration held a strong line against UN action, any UN action, we were the only administration since 1967 that had not allowed any resolution to pass that Israel opposed. In fact, the only time in eight years the Obama Administration exercised its veto at the United Nations was against a one-sided settlements resolution in 2011. And that resolution did not mention incitement or violence.

Now let’s look at what’s happened since then. Since then, there have been over 30,000 settlement units advanced through some stage of the planning process. That’s right – over 30,000 settlement units advanced notwithstanding the positions of the United States and other countries. And if we had vetoed this resolution just the other day, the United States would have been giving license to further unfettered settlement construction that we fundamentally oppose.

So we reject the criticism that this vote abandons Israel. On the contrary, it is not this resolution that is isolating Israel; it is the permanent policy of settlement construction that risks making peace impossible. And virtually every country in the world other than Israel opposes settlements. That includes many of the friends of Israel, including the United Kingdom, France, Russia – all of whom voted in favor of the settlements resolution in 2011 that we vetoed, and again this year along with every other member of the council.

In fact, this resolution simply reaffirms statements made by the Security Council on the legality of settlements over several decades. It does not break new ground. In 1978, the State Department Legal Adviser advised the Congress on his conclusion that Israel’s government, the Israeli Government’s program of establishing civilian settlements in the occupied territory is inconsistent with international law, and we see no change since then to affect that fundamental conclusion.

Now, you may have heard that some criticized this resolution for calling East Jerusalem occupied territory. But to be clear, there was absolutely nothing new in last week’s resolution on that issue. It was one of a long line of Security Council resolutions that included East Jerusalem as part of the territories occupied by Israel in 1967, and that includes resolutions passed by the Security Council under President Reagan and President George H.W. Bush. And remember that every U.S. administration since 1967, along with the entire international community, has recognized East Jerusalem as among the territories that Israel occupied in the Six-Day War.

Now, I want to stress this point: We fully respect Israel’s profound historic and religious ties to the city and to its holy sites. We’ve never questioned that. This resolution in no manner prejudges the outcome of permanent status negotiations on East Jerusalem, which must, of course, reflect those historic ties and the realities on the ground. That’s our position. We still support it.

We also strongly reject the notion that somehow the United States was the driving force behind this resolution. The Egyptians and Palestinians had long made clear to all of us – to all of the international community – their intention to bring a resolution to a vote before the end of the year, and we communicated that to the Israelis and they knew it anyway. The United States did not draft or originate this resolution, nor did we put it forward. It was drafted by Egypt – it was drafted and I think introduced by Egypt, which is one of Israel’s closest friends in the region, in coordination with the Palestinians and others.

And during the time of the process as it went out, we made clear to others, including those on the Security Council, that it was possible that if the resolution were to be balanced and it were to include references to incitement and to terrorism, that it was possible the United States would then not block it, that – if it was balanced and fair. That’s a standard practice with resolutions at the Security Council. The Egyptians and the Palestinians and many others understood that if the text were more balanced, it was possible we wouldn’t block it. But we also made crystal clear that the President of the United States would not make a final decision about our own position until we saw the final text.

In the end, we did not agree with every word in this resolution. There are important issues that are not sufficiently addressed or even addressed at all. But we could not in good conscience veto a resolution that condemns violence and incitement and reiterates what has been for a long time the overwhelming consensus and international view on settlements and calls for the parties to start taking constructive steps to advance the two-state solution on the ground.

Ultimately, it will be up to the Israeli people to decide whether the unusually heated attacks that Israeli officials have directed towards this Administration best serve Israel’s national interests and its relationship with an ally that has been steadfast in its support, as I described. Those attacks, alongside allegations of U.S.-led conspiracy and other manufactured claims, distract attention from what the substance of this vote was really all about.

And we all understand that Israel faces very serious threats in a very tough neighborhood. Israelis are rightfully concerned about making sure that there is not a new terrorist haven right next door to them, often referencing what’s happened with Gaza, and we understand that and we believe there are ways to meet those needs of security. And Israelis are fully justified in decrying attempts to legitimize[1] their state and question the right of a Jewish state to exist. But this vote was not about that. It was about actions that Israelis and Palestinians are taking that are increasingly rendering a two-state solution impossible. It was not about making peace with the Palestinians now – it was about making sure that peace with the Palestinians will be possible in the future.

Now, we all understand that Israel faces extraordinary, serious threats in a very tough neighborhood. And Israelis are very correct in making sure that there’s not a terrorist haven right on their border.

But this vote – I can’t emphasize enough – is not about the possibility of arriving at an agreement that’s going to resolve that overnight or in one year or two years. This is about a longer process. This is about how we make peace with the Palestinians in the future but preserve the capacity to do so.

So how do we get there? How do we get there, to that peace?

Since the parties have not yet been able to resume talks, the U.S. and the Middle East Quartet have repeatedly called on both sides to independently demonstrate a genuine commitment to the two-state solution – not just with words, but with real actions and policies – to create the conditions for meaningful negotiations.

We’ve called for both sides to take significant steps on the ground to reverse current trends and send a different message – a clear message – that they are prepared to fundamentally change the equation without waiting for the other side to act.

We have pushed them to comply with their basic commitments under their own prior agreements in order to advance a two-state reality on the ground.

We have called for the Palestinians to do everything in their power to stop violence and incitement, including publicly and consistently condemning acts of terrorism and stopping the glorification of violence.

And we have called on them to continue efforts to strengthen their own institutions and to improve governance, transparency, and accountability.

And we have stressed that the Hamas arms buildup and militant activities in Gaza must stop.

Along with our Quartet partners, we have called on Israel to end the policy of settlement construction and expansion, of taking land for exclusive Israeli use and denying Palestinian development.

To reverse the current process, the U.S. and our partners have encouraged Israel to resume the transfer of greater civil authority to the Palestinians in Area C, consistent with the transition that was called for by Oslo. And we have made clear that significant progress across a range of sectors, including housing, agriculture, and natural resources, can be made without negatively impacting Israel’s legitimate security needs. And we’ve called for significantly easing the movement and access restrictions to and from Gaza, with due consideration for Israel’s need to protect its citizens from terrorist attacks.

So let me stress here again: None of the steps that I just talked about would negatively impact Israel’s security.

Let me also emphasize this is not about offering limited economic measures that perpetuate the status quo. We’re talking about significant steps that would signal real progress towards creating two states.

That’s the bottom line: If we’re serious about the two-state solution, it’s time to start implementing it now. Advancing the process of separation now, in a serious way, could make a significant difference in saving the two-state solution and in building confidence in the citizens of both sides that peace is, indeed, possible. And much progress can be made in advance of negotiations that can lay the foundation for negotiations, as contemplated by the Oslo process. In fact, these steps will help create the conditions for successful talks.

Now, in the end, we all understand that a final status agreement can only be achieved through direct negotiations between the parties. We’ve said that again and again. We cannot impose the peace.

There are other countries in the UN who believe it is our job to dictate the terms of a solution in the Security Council. Others want us to simply recognize a Palestinian state, absent an agreement. But I want to make clear today, these are not the choices that we will make.

We choose instead to draw on the experiences of the last eight years, to provide a way forward when the parties are ready for serious negotiations. In a place where the narratives from the past powerfully inform and mold the present, it’s important to understand the history. We mark this year and next a series of milestones that I believe both illustrate the two sides of the conflict and form the basis for its resolution. It’s worth touching on them briefly.

A hundred and twenty years ago, the First Zionist Congress was convened in Basel by a group of Jewish visionaries, who decided that the only effective response to the waves of anti-Semitic horrors sweeping across Europe was to create a state in the historic home of the Jewish people, where their ties to the land went back centuries – a state that could defend its borders, protect its people, and live in peace with its neighbors. That was the vision. That was the modern beginning, and it remains the dream of Israel today.

Nearly 70 years ago, United Nations General Assembly Resolution 181 finally paved the way to making the State of Israel a reality. The concept was simple: to create two states for two peoples – one Jewish, one Arab – to realize the national aspirations of both Jews and Palestinians. And both Israel and the PLO referenced Resolution 181 in their respective declarations of independence.

The United States recognized Israel seven minutes after its creation. But the Palestinians and the Arab world did not, and from its birth, Israel had to fight for its life. Palestinians also suffered terribly in the 1948 war, including many who had lived for generations in a land that had long been their home too. And when Israel celebrates its 70th anniversary in 2018, the Palestinians will mark a very different anniversary: 70 years since what they call the Nakba, or catastrophe.

Next year will also mark 50 years since the end of the Six-Day War, when Israel again fought for its survival. And Palestinians will again mark just the opposite: 50 years of military occupation. Both sides have accepted UN Security Council Resolution 242, which called for the withdrawal of Israel from territory that it occupied in 1967 in return for peace and secure borders, as the basis for ending the conflict.

It has been more than 20 years since Israel and the PLO signed their first agreement – the Oslo Accords – and the PLO formally recognized Israel. Both sides committed to a plan to transition much of the West Bank and Gaza to Palestinian control during permanent status negotiations that would put an end to their conflict. Unfortunately, neither the transition nor the final agreement came about, and both sides bear responsibility for that.

Finally, some 15 years ago, King Abdullah of Saudi Arabia came out with the historic Arab Peace Initiative, which offered fully normalized relations with Israel when it made peace – an enormous opportunity then and now, which has never been fully been embraced.

That history was critical to our approach to trying to find a way to resolve the conflict. And based on my experience with both sides over the last four years, including the nine months of formal negotiations, the core issues can be resolved if there is leadership on both sides committed to finding a solution.

In the end, I believe the negotiations did not fail because the gaps were too wide, but because the level of trust was too low. Both sides were concerned that any concessions would not be reciprocated and would come at too great a political cost. And the deep public skepticism only made it more difficult for them to be able to take risks.

In the countless hours that we spent working on a detailed framework, we worked through numerous formulations and developed specific bridging proposals, and we came away with a clear understanding of the fundamental needs of both sides. In the past two and a half years, I have tested ideas with regional and international stakeholders, including our Quartet partners. And I believe what has emerged from all of that is a broad consensus on balanced principles that would satisfy the core needs of both sides.

President Clinton deserves great credit for laying out extensive parameters designed to bridge gaps in advanced final status negotiations 16 years ago. Today, with mistrust too high to even start talks, we’re at the opposite end of the spectrum. Neither side is willing to even risk acknowledging the other’s bottom line, and more negotiations that do not produce progress will only reinforce the worst fears.

Now, everyone understands that negotiations would be complex and difficult, and nobody can be expected to agree on the final result in advance. But if the parties could at least demonstrate that they understand the other side’s most basic needs – and are potentially willing to meet them if theirs are also met at the end of comprehensive negotiations – perhaps then enough trust could be established to enable a meaningful process to begin.

It is in that spirit that we offer the following principles – not to prejudge or impose an outcome, but to provide a possible basis for serious negotiations when the parties are ready. Now, individual countries may have more detailed policies on these issues – as we do, by the way – but I believe there is a broad consensus that a final status agreement that could meet the needs of both sides would do the following.

Principle number one: Provide for secure and recognized international borders between Israel and a viable and contiguous Palestine, negotiated based on the 1967 lines with mutually agreed equivalent swaps.

Resolution 242, which has been enshrined in international law for 50 years, provides for the withdrawal of Israel from territory it occupied in 1967 in return for peace with its neighbors and secure and recognized borders. It has long been accepted by both sides, and it remains the basis for an agreement today.

As Secretary, one of the first issues that I worked out with the Arab League was their agreement that the reference in the Arab Peace Initiative to the 1967 lines would from now on include the concept of land swaps, which the Palestinians have acknowledged. And this is necessary to reflect practical realities on the ground, and mutually agreed equivalent swaps that will ensure that the agreement is fair to both sides.

There is also broad recognition of Israel’s need to ensure that the borders are secure and defensible, and that the territory of Palestine is viable and contiguous. Virtually everyone that I have spoken to has been clear on this principle as well: No changes by Israel to the 1967 lines will be recognized by the international community unless agreed to by both sides.

Principle two: Fulfill the vision of the UN General Assembly Resolution 181 of two states for two peoples, one Jewish and one Arab, with mutual recognition and full equal rights for all their respective citizens.

This has been the fundamental – the foundational principle of the two-state solution from the beginning: creating a state for the Jewish people and a state for the Palestinian people, where each can achieve their national aspirations. And Resolution 181 is incorporated into the foundational documents of both the Israelis and Palestinians. Recognition of Israel as a Jewish state has been the U.S. position for years, and based on my conversations in these last months, I am absolutely convinced that many others are now prepared to accept it as well – provided the need for a Palestinian state is also addressed.

We also know that there are some 1.7 million Arab citizens who call Israel their home and must now and always be able to live as equal citizens, which makes this a difficult issue for Palestinians and others in the Arab world. That’s why it is so important that in recognizing each other’s homeland – Israel for the Jewish people and Palestine for the Palestinian people – both sides reaffirm their commitment to upholding full equal rights for all of their respective citizens.

Principle number three: Provide for a just, agreed, fair, and realistic solution to the Palestinian refugee issue, with international assistance, that includes compensation, options and assistance in finding permanent homes, acknowledgment of suffering, and other measures necessary for a comprehensive resolution consistent with two states for two peoples.

The plight of many Palestinian refugees is heartbreaking, and all agree that their needs have to be addressed. As part of a comprehensive resolution, they must be provided with compensation, their suffering must be acknowledged, and there will be a need to have options and assistance in finding permanent homes. The international community can provide significant support and assistance. I know we are prepared to do that, including in raising money to help ensure the compensation and other needs of the refugees are met, and many have expressed a willingness to contribute to that effort, particularly if it brings peace. But there is a general recognition that the solution must be consistent with two states for two peoples, and cannot affect the fundamental character of Israel.

Principle four: Provide an agreed resolution for Jerusalem as the internationally recognized capital of the two states, and protect and assure freedom of access to the holy sites consistent with the established status quo.

Now, Jerusalem is the most sensitive issue for both sides, and the solution will have to meet the needs not only of the parties, but of all three monotheistic faiths. That is why the holy sites that are sacred to billions of people around the world must be protected and remain accessible and the established status quo maintained. Most acknowledge that Jerusalem should not be divided again like it was in 1967, and we believe that. At the same time, there is broad recognition that there will be no peace agreement without reconciling the basic aspirations of both sides to have capitals there.

Principle five: Satisfy Israel’s security needs and bring a full end, ultimately, to the occupation, while ensuring that Israel can defend itself effectively and that Palestine can provide security for its people in a sovereign and non-militarized state.

Security is the fundamental issue for Israel together with a couple of others I’ve mentioned, but security is critical. Everyone understands that no Israeli Government can ever accept an agreement that does not satisfy its security needs or that risk creating an enduring security threat like Gaza transferred to the West Bank. And Israel must be able to defend itself effectively, including against terrorism and other regional threats. In fact, there is a real willingness by Egypt, Jordan, and others to work together with Israel on meeting key security challenges. And I believe that those collective efforts, including close coordination on border security, intelligence-sharing, joint cooperations – joint operation, can all play a critical role in securing the peace.

At the same time, fully ending the occupation is the fundamental issue for the Palestinians. They need to know that the military occupation itself will really end after an agreed transitional process. They need to know they can live in freedom and dignity in a sovereign state while providing security for their population even without a military of their own. This is widely accepted as well. And it is important to understand there are many different ways without occupation for Israel and Palestine and Jordan and Egypt and the United States and others to cooperate in providing that security.

Now, balancing those requirements was among the most important challenges that we faced in the negotiations, but it was one where the United States has the ability to provide the most assistance. And that is why a team that was led by General John Allen, who is here, for whom I am very grateful for his many hours of effort, along with – he is one of our foremost military minds, and dozens of experts from the Department of Defense and other agencies, all of them engaged extensively with the Israeli Defense Force on trying to find solutions that could help Israel address its legitimate security needs.

They developed innovative approaches to creating unprecedented, multi-layered border security; enhancing Palestinian capacity; enabling Israel to retain the ability to address threats by itself even when the occupation had ended. General Allen and his team were not suggesting one particular outcome or one particular timeline, nor were they suggesting that technology alone would resolve these problems. They were simply working on ways to support whatever the negotiators agreed to. And they did some very impressive work that gives me total confidence that Israel’s security requirements can be met.

Principle six: End the conflict and all outstanding claims, enabling normalized relations and enhanced regional security for all as envisaged by the Arab Peace Initiative. It is essential for both sides that the final status agreement resolves all the outstanding issues and finally brings closure to this conflict, so that everyone can move ahead to a new era of peaceful coexistence and cooperation. For Israel, this must also bring broader peace with all of its Arab neighbors. That is the fundamental promise of the Arab Peace Initiative, which key Arab leaders have affirmed in these most recent days.

The Arab Peace Initiative also envisions enhanced security for all of the region. It envisages Israel being a partner in those efforts when peace is made. This is the area where Israel and the Arab world are looking at perhaps the greatest moment of potential transformation in the Middle East since Israel’s creation in 1948. The Arab world faces its own set of security challenges. With Israeli-Palestinian peace, Israel, the United States, Jordan, Egypt – together with the GCC countries – would be ready and willing to define a new security partnership for the region that would be absolutely groundbreaking.

So ladies and gentlemen, that’s why it is vital that we all work to keep open the possibility of peace, that we not lose hope in the two-state solution, no matter how difficult it may seem – because there really is no viable alternative.

Now, we all know that a speech alone won’t produce peace. But based on over 30 years of experience and the lessons from the past 4 years, I have suggested, I believe, and President Obama has signed on to and believes in a path that the parties could take: realistic steps on the ground now, consistent with the parties’ own prior commitments, that will begin the process of separating into two states; a political horizon to work towards to create the conditions for a successful final status talk; and a basis for negotiations that the parties could accept to demonstrate that they are serious about making peace.

We can only encourage them to take this path; we cannot walk down it for them. But if they take these steps, peace would bring extraordinary benefits in enhancing the security and the stability and the prosperity of Israelis, Palestinians, all of the nations of the region. The Palestinian economy has amazing potential in the context of independence, with major private sector investment possibilities and a talented, hungry, eager-to-work young workforce. Israel’s economy could enjoy unprecedented growth as it becomes a regional economic powerhouse, taking advantage of the unparalleled culture of innovation and trading opportunities with new Arab partners. Meanwhile, security challenges could be addressed by an entirely new security arrangement, in which Israel cooperates openly with key Arab states. That is the future that everybody should be working for.

President Obama and I know that the incoming administration has signaled that they may take a different path, and even suggested breaking from the longstanding U.S. policies on settlements, Jerusalem, and the possibility of a two-state solution. That is for them to decide. That’s how we work. But we cannot – in good conscience – do nothing, and say nothing, when we see the hope of peace slipping away.

This is a time to stand up for what is right. We have long known what two states living side by side in peace and security looks like. We should not be afraid to say so.

Now, I really began to reflect on what we have learned – and the way ahead – when I recently joined President Obama in Jerusalem for the state funeral for Shimon Peres. Shimon was one of the founding fathers of Israel who became one of the world’s great elder statesmen – a beautiful man. I was proud to call him my friend, and I know that President Obama was as well.

And I remembered the first time that I saw Shimon in person – standing on the White House lawn for the signing the historic Oslo Accords. And I thought about the last time, at an intimate one-on-one Shabbat dinner just a few months before he died, when we toasted together to the future of Israel and to the peace that he still so passionately believed in for his people.

He summed it up simply and eloquently, as only Shimon could, quote, “The original mandate gave the Palestinians 48 percent, now it’s down to 22 percent. I think 78 percent is enough for us.”

As we laid Shimon to rest that day, many of us couldn’t help but wonder if peace between Israelis and Palestinians might also be buried along with one of its most eloquent champions. We cannot let that happen. There is simply too much at stake – for future generations of Israelis and Palestinians – to give in to pessimism, especially when peace is, in fact, still possible.

We must not lose hope in the possibility of peace. We must not give in to those who say what is now must always be, that there is no chance for a better future. It is up to Israelis and Palestinians to make the difficult choices for peace, but we can all help. And for the sake of future generations of Israelis and Palestinians, for all the people of the region, for the United States, for all those around the world who have prayed for and worked for peace for generations, let’s hope that we are all prepared – and particularly Israelis and Palestinians – to make those choices now.

“I share ministers’ feelings, anger and frustration vis-à-vis the unbalanced resolution that is very hostile to the State of Israel, and which the [UN] Security Council passed in an unworthy manner. From the information that we have, we have no doubt that the Obama administration initiated it, stood behind it, coordinated on the wording and demanded that it be passed. This is, of course, in complete contradiction of the traditional American policy that was committed to not trying to dictate terms for a permanent agreement, like any issue related to them in the Security Council, and, of course, the explicit commitment of President Obama himself, in 2011, to refrain from such steps.
We will do whatever is necessary so that Israel will not be damaged by this shameful resolution and I also tell the ministers here, we must act prudently, responsibly and calmly, in both actions and words. I ask ministers to act responsibly as per the directives that will be given today at the Security Cabinet meeting immediately following this meeting. I have also asked the Foreign Ministry to prepare an action plan regarding the UN and other international elements, which will be submitted to the Security Cabinet within one month. Until then, of course, we will consider our steps.”

Thank you, Mr. President.

Let me begin with a quote: “The United States will not support the use of any additional land for the purpose of settlements during the transitional period. Indeed, the immediate adoption of a settlement freeze by Israel, more than any other action, could create the confidence needed for wider participation in these talks. Further settlement activity is in no way necessary for the security of Israel and only diminishes the confidence of the Arabs that a final outcome can be freely and fairly negotiated.”

This was said in 1982 by President Ronald Reagan. He was speaking about a new proposal that he was launching to end the Israeli-Palestinian conflict. While ultimately, of course, President Reagan’s proposal was not realized, his words are still illuminating in at least two respects.
First, because they underscore the United States’ deep and long-standing commitment to achieving a comprehensive and lasting peace between the Israelis and Palestinians. That has been the policy of every administration, Republican and Democrat, since before President Reagan and all the way through to the present day.

Second, because President Reagan’s words highlight the United States’ long-standing position that Israeli settlement activity in territories occupied in 1967 undermines Israel’s security, harms the viability of a negotiated two-state outcome, and erodes prospects for peace and stability in the region. Today, the Security Council reaffirmed its established consensus that settlements have no legal validity. The United States has been sending the message that the settlements must stop – privately and publicly – for nearly five decades, through the administrations of Presidents Lyndon B. Johnson, Richard Nixon, Gerald Ford, Jimmy Carter, Ronald Reagan, George H.W. Bush, Bill Clinton, George W. Bush, and now Barack Obama. Indeed, since 1967, the only president who had not had at least one Israeli-Palestinian-related Security Council resolution pass during his tenure is Barack Obama. So our vote today is fully in line with the bipartisan history of how American Presidents have approached both the issue – and the role of this body.

Given the consistency of this position across U.S. administrations, one would think that it would be a routine vote for the U.S. to allow the passage of a resolution with the elements in this one, reaffirming the long-standing U.S. position on settlements, condemning violence and incitement, and calling for the parties to start taking constructive steps to reverse current trends on the ground. These are familiar, well-articulated components of U.S. policy.

But in reality this vote for us was not straightforward, because of where it is taking place – at the United Nations. For the simple truth is that for as long as Israel has been a member of this institution, Israel has been treated differently from other nations at the United Nations. And not only in decades past – such as in the infamous resolution that the General Assembly adopted in 1975, with the support of the majority of Member States, officially determining that, “Zionism is a form of racism” – but also in 2016, this year. One need only look at the 18 resolutions against Israel adopted during the UN General Assembly in September; or the 12 Israel-specific resolutions adopted this year in the Human Rights Council – more than those focused on Syria, North Korea, Iran, and South Sudan put together – to see that in 2016 Israel continues to be treated differently from other Member States.

Like U.S. administrations before it, the Obama Administration has worked tirelessly to fight for Israel’s right simply to be treated just like any other country – from advocating for Israel to finally be granted membership to a UN regional body, something no other UN Member State had been denied; to fighting to ensure that Israeli NGOs are not denied UN accreditation, simply because they are Israeli, to getting Yom Kippur finally recognized as a UN holiday; to pressing this Council to break its indefensible silence in response to terrorist attacks on Israelis. As the United States has said repeatedly, such unequal treatment not only hurts Israel, it undermines the legitimacy of the United Nations itself.

The practice of treating Israel differently at the UN matters for votes like this one. For even if one believes that the resolution proposed today is justified – or, even more, necessitated – by events on the ground, one cannot completely separate the vote from the venue.

And Member States that say they are for the two-state solution must ask themselves some difficult questions. For those states that are quick to promote resolutions condemning Israel, but refuse to recognize when innocent Israelis are the victims of terrorism – what steps will you take to stop treating Israel differently? For those states that passionately denounce the closures of crossings in Gaza as exacerbating the humanitarian situation, but saying nothing of the resources diverted from helping Gaza’s residents to dig tunnels into Israeli territory so that terrorists can attack Israelis in their homes – what will you do to end the double-standard that undermines the legitimacy of this institution?

Member States should also ask themselves about the double standards when it comes to this Council taking action. Just this morning we came together, as a Council, and we were unable to muster the will to act to stop the flow of weapons going to killers in South Sudan, who are perpetrating mass atrocities that the UN has said could lead to genocide. We couldn’t come together just to stem the flow of arms. Earlier this month, this Council could not muster the will to adopt the simplest of resolutions calling for a seven-day pause in the savage bombardment of innocent civilians, hospitals, and schools in Aleppo. Yet when a resolution on Israel comes before this Council, members suddenly summon the will to act.

It is because this forum too often continues to be biased against Israel; because there are important issues that are not sufficiently addressed in this resolution; and because the United States does not agree with every word in this text, that the United States did not vote in favor of the resolution. But it is because this resolution reflects the facts on the ground – and is consistent with U.S. policy across Republican and Democratic administration throughout the history of the State of Israel – that the United States did not veto it.

The United States has consistently said we would block any resolution that we thought would undermine Israel’s security or seek to impose a resolution to the conflict. We would not have let this resolution pass had it not also addressed counterproductive actions by the Palestinians such as terrorism and incitement to violence, which we’ve repeatedly condemned and repeatedly raised with the Palestinian leadership, and which, of course, must be stopped.

Unlike some on the UN Security Council, we do not believe that outside parties can impose a solution that has not been negotiated by the two parties. Nor can we unilaterally recognize a future Palestinian state. But it is precisely our commitment to Israel’s security that makes the United States believe that we cannot stand in the way of this resolution as we seek to preserve a chance of attaining our long-standing objective: two states living side-by-side in peace and security. Let me briefly explain why.

The settlement problem has gotten so much worse that it is now putting at risk the very viability of that two-state solution. The number of settlers in the roughly 150 authorized Israeli settlements east of the 1967 lines has increased dramatically. Since the 1993 signing of the Oslo Accords – which launched efforts that made a comprehensive and lasting peace possible – the number of settlers has increased by 355,000. The total settler population in the West Bank and East Jerusalem now exceeds 590,000. Nearly 90,000 settlers are living east of the separation barrier that was created by Israel itself. And just since July 2016 – when the Middle East Quartet issued a report highlighting international concern about a systematic process of land seizures, settlement expansions, and legalizations – Israel has advanced plans for more than 2,600 new settlement units. Yet rather than dismantling these and other settler outposts, which are illegal even under Israeli law, now there is new legislation advancing in the Israeli Knesset that would legalize most of the outposts – a factor that propelled the decision by this resolution’s sponsors to bring it before the Council.

The Israeli Prime Minister recently described his government as “more committed to settlements than any in Israel’s history,” and one of his leading coalition partners recently declared that “the era of the two-state solution is over.” At the same time, the Prime Minister has said that he is still committed to pursuing a two-state solution. But these statements are irreconcilable. One cannot simultaneously champion expanding Israeli settlements and champion a viable two-state solution that would end the conflict. One has to make a choice between settlements and separation.

In 2011, the United States vetoed a resolution that focused exclusively on settlements, as if settlements were they only factor harming the prospects of a two-state solution. The circumstances have changed dramatically. Since 2011, settlement growth has only accelerated. Since 2011, multiple efforts to pursue peace through negotiations have failed. And since 2011, President Obama and Secretary Kerry have repeatedly warned – publically and privately – that the absence of progress toward peace and continued settlement expansion was going to put the two-state solution at risk, and threaten Israel’s stated objective to remain both a Jewish State and a democracy. Moreover, unlike in 2011, this resolution condemns violence, terrorism and incitement, which also poses an extremely grave risk to the two-state solution. This resolution reflects trends that will permanently destroy the hope of a two-state solution if they continue on their current course.

The United States has not taken the step of voting in support of this resolution because the resolution is too narrowly focused on settlements, when we all know – or we all should know – that many other factors contribute significantly to the tensions that perpetuate this conflict. Let us be clear: even if every single settlement were to be dismantled tomorrow, peace still would not be attainable without both sides acknowledging uncomfortable truths and making difficult choices. That is an indisputable fact. Yet it is one that is too often overlooked by members of the United Nations and by members of this Council.

For Palestinian leaders, that means recognizing the obvious: that in addition to taking innocent lives – the incitement to violence, the glorification of terrorists, and the growth of violent extremism erodes prospects for peace, as this resolution makes crystal clear. The most recent wave of Palestinian violence has seen terrorists commit hundreds of attacks – including driving cars into crowds of innocent civilians and stabbing mothers in front of their children. Yet rather than condemn these attacks, Hamas, other radical factions, and even certain members of Fatah have held up the terrorists as heroes, and used social media to incite others to follow in their murderous footsteps. And while President Abbas and his party’s leaders have made clear their opposition to violence, terrorism, and extremism, they have too often failed to condemn specific attacks or condemn the praised heaped upon the perpetrators.

Our vote today does not in any way diminish the United States’ steadfast and unparalleled commitment to the security of Israel, the only democracy in the Middle East. We would not have let this resolution pass had it not also addressed counterproductive actions by Palestinians. We have to recognize that Israel faces very serious threats in a very tough neighborhood. Israelis are rightfully concerned about making sure there is not a new terrorist haven next door. President Obama and this administration have shown an unprecedented commitment to Israel’s security because that is what we believe in.

Our commitment to that security has never wavered, and it never will. Even with a financial crisis and budget deficits, we’ve repeatedly increased funding to support Israel’s military. And in September, the Obama administration signed a Memorandum of Understanding to provide $38 billion in security assistance to Israel over the next 10 years – the largest single pledge of military assistance in U.S. history to any country. And as the Israeli Prime Minister himself has noted, our military and intelligence cooperation is unprecedented. We believe, though, that continued settlement building seriously undermines Israel’s security.

Some may cast the U.S. vote as a sign that we have finally given up on a two-state solution. Nothing could be further from the truth. None of us can give up on a two-state solution. We continue to believe that that solution is the only viable path to provide peace and security for the state of Israel, and freedom and dignity for the Palestinian people. And we continue to believe that the parties can still pursue this path, if both sides are honest about the choices, and have the courage to take steps that will be politically difficult. While we can encourage them, it is ultimately up to the parties to choose this path, as it always has been. We sincerely hope that they will begin making these choices before it is too late.

Reaffirming its relevant resolutions, including resolutions 242 (1967), 338 (1973), 446 (1979), 452 (1979), 465 (1980), 476 (1980), 478 (1980), 1397 (2002), 1515 (2003), and 1850 (2008),

Guided by the purposes and principles of the Charter of the United Nations, and reaffirming, inter alia, the inadmissibility of the acquisition of territory by force,

Reaffirming the obligation of Israel, the occupying Power, to abide scrupulously by its legal obligations and responsibilities under the Fourth Geneva Convention relative to the Protection of Civilian Persons in Time of War, of 12 August 1949, and recalling the advisory opinion rendered on 9 July 2004 by the International Court of Justice,

Condemning all measures aimed at altering the demographic composition, character and status of the Palestinian Territory occupied since 1967, including East Jerusalem, including, inter alia, the construction and expansion of settlements, transfer of Israeli settlers, confiscation of land, demolition of homes and displacement of Palestinian civilians, in violation of international humanitarian law and relevant resolutions,

Expressing grave concern that continuing Israeli settlement activities are dangerously imperilling the viability of the two-State solution based on the 1967 lines,

Recalling the obligation under the Quartet Roadmap, endorsed by its resolution 1515 (2003), for a freeze by Israel of all settlement activity, including “natural growth”, and the dismantlement of all settlement outposts erected since March 2001,

Recalling also the obligation under the Quartet roadmap for the Palestinian Authority Security Forces to maintain effective operations aimed at confronting all those engaged in terror and dismantling terrorist capabilities, including the confiscation of illegal weapons,

Condemning all acts of violence against civilians, including acts of terror, as well as all acts of provocation, incitement and destruction,

Reiterating its vision of a region where two democratic States, Israel and Palestine, live side by side in peace within secure and recognized borders,

Stressing that the status quo is not sustainable and that significant steps, consistent with the transition contemplated by prior agreements, are urgently needed in order to (i) stabilize the situation and to reverse negative trends on the ground, which are steadily eroding the two-State solution and entrenching a one-State reality, and (ii) to create the conditions for successful final status negotiations and for advancing the two-State solution through those negotiations and on the ground,

“1.   Reaffirms that the establishment by Israel of settlements in the Palestinian territory occupied since 1967, including East Jerusalem, has no legal validity and constitutes a flagrant violation under international law and a major obstacle to the achievement of the two-State solution and a just, lasting and comprehensive peace;

“2.   Reiterates its demand that Israel immediately and completely cease all settlement activities in the occupied Palestinian territory, including East Jerusalem, and that it fully respect all of its legal obligations in this regard;

“3.   Underlines that it will not recognize any changes to the 4 June 1967 lines, including with regard to Jerusalem, other than those agreed by the parties through negotiations;

“4.   Stresses that the cessation of all Israeli settlement activities is essential for salvaging the two-State solution, and calls for affirmative steps to be taken immediately to reverse the negative trends on the ground that are imperilling the two-State solution;

“5.   Calls upon all States, bearing in mind paragraph 1 of this resolution, to distinguish, in their relevant dealings, between the territory of the State of Israel and the territories occupied since 1967;

“6.   Calls for immediate steps to prevent all acts of violence against civilians, including acts of terror, as well as all acts of provocation and destruction, calls for accountability in this regard, and calls for compliance with obligations under international law for the strengthening of ongoing efforts to combat terrorism, including through existing security coordination, and to clearly condemn all acts of terrorism;

“7.   Calls upon both parties to act on the basis of international law, including international humanitarian law, and their previous agreements and obligations, to observe calm and restraint, and to refrain from provocative actions, incitement and inflammatory rhetoric, with the aim, inter alia, of de-escalating the situation on the ground, rebuilding trust and confidence, demonstrating through policies and actions a genuine commitment to the two-State solution, and creating the conditions necessary for promoting peace;

“8.   Calls upon all parties to continue, in the interest of the promotion of peace and security, to exert collective efforts to launch credible negotiations on all final status issues in the Middle East peace process and within the time frame specified by the Quartet in its statement of 21 September 2010;

“9.   Urges in this regard the intensification and acceleration of international and regional diplomatic efforts and support aimed at achieving, without delay a comprehensive, just and lasting peace in the Middle East on the basis of the relevant United Nations resolutions, the Madrid terms of reference, including the principle of land for peace, the Arab Peace Initiative and the Quartet Roadmap and an end to the Israeli occupation that began in 1967; and underscores in this regard the importance of the ongoing efforts to advance the Arab Peace Initiative, the initiative of France for the convening of an international peace conference, the recent efforts of the Quartet, as well as the efforts of Egypt and the Russian Federation;

“10.  Confirms its determination to support the parties throughout the negotiations and in the implementation of an agreement;

“11.  Reaffirms its determination to examine practical ways and means to secure the full implementation of its relevant resolutions;

“12.  Requests the Secretary-General to report to the Council every three months on the implementation of the provisions of the present resolution;

PRESIDENT OBAMA:  Zvia, Yoni, Chemi and generations of the Peres family; President Rivlin; Prime Minister Netanyahu; members of the Israeli government and the Knesset; heads of state and the government and guests from around the world, including President Abbas, whose presence here is a gesture and a reminder of the unfinished business of peace; to the people of Israel:  I could not be more honored to be in Jerusalem to say farewell to my friend Shimon Peres, who showed us that justice and hope are at the heart of the Zionist idea.

A free life, in a homeland regained.  A secure life, in a nation that can defend itself, by itself.  A full life, in friendship with nations who can be counted on as allies, always.  A bountiful life, driven by simple pleasures of family and by big dreams.  This was Shimon Peres’s life.  This is the State of Israel.  This is the story of the Jewish people over the last century, and it was made possible by a founding generation that counts Shimon as one of its own.

Shimon once said, “The message of the Jewish people to mankind is that faith and moral vision can triumph over all adversity.”  For Shimon, that moral vision was rooted in an honest reckoning of the world as it is.  Born in the shtetl, he said he felt, “surrounded by a sea of thick and threatening forests.”  When his family got the chance to go to Palestine, his beloved grandfather’s parting words were simple:  “Shimon, stay a Jew.”  Propelled with that faith, he found his home.  He found his purpose.  He found his life’s work.  But he was still a teenager when his grandfather was burned alive by the Nazis in the town where Shimon was born.  The synagogue in which he prayed became an inferno.  The railroad tracks that had carried him toward the Promised Land also delivered so many of his people to death camps.

And so from an early age, Shimon bore witness to the cruelty that human beings could inflict on each other, the ways that one group of people could dehumanize another; the particular madness of anti-Semitism, which has run like a stain through history.  That understanding of man’s ever-present sinfulness would steel him against hardship and make him vigilant against threats to Jewry around the world.

But that understanding would never harden his heart.  It would never extinguish his faith.  Instead, it broadened his moral imagination, and gave him the capacity to see all people as deserving of dignity and respect.  It helped him see not just the world as it is, but the world as it should be.

What Shimon did to shape the story of Israel is well-chronicled.  Starting on the kibbutz he founded with his love Sonya, he began the work of building a model community.  Ben Gurion called him to serve the Haganah at headquarters to make sure that the Jewish people had the armaments and the organization to secure their freedom.  After independence, surrounded by enemies who denied Israel’s existence and sought to drive it into the sea, the child who had wanted to be a “poet of stars” became a man who built Israel’s defense industry, who laid the foundation for the formidable armed forces that won Israel’s wars.  His skill secured Israel’s strategic position. His boldness sent Israeli commandos to Entebbe, and rescued Jews from Ethiopia.  His statesmanship built an unbreakable bond with the United States of America and so many other countries.

His contributions didn’t end there.  Shimon also showed what people can do when they harness reason and science to a common cause.  He understood that a country without many natural resources could more than make up for it with the talents of its people.  He made hard choices to roll back inflation and climb up from a terrible economic crisis.  He championed the promise of science and technology to make the desert bloom, and turned this tiny country into a central hub of the digital age, making life better not just for people here, but for people around the world.

Indeed, Shimon’s contribution to this nation is so fundamental, so pervasive, that perhaps sometimes they can be overlooked.  For a younger generation, Shimon was probably remembered more for a peace process that never reached its endpoint.  They would listen to critics on the left who might argue that Shimon did not fully acknowledge the failings of his nation, or perhaps more numerous critics on the right who argued that he refused to see the true wickedness of the world, and called him naïve.

But whatever he shared with his family or his closest friends, to the world he brushed off the critics.  And I know from my conversations with him that his pursuit of peace was never naïve.  Every Yom HaShoah, he read the names of the family that he lost.  As a young man, he had fed his village by working in the fields during the day, but then defending it by carrying a rifle at night.  He understood, in this war-torn region, where too often Arab youth are taught to hate Israel from an early age — he understood just how hard peace would be.  I’m sure he was alternatively angry and bemused to hear the same critics, who called him hopelessly naïve, depend on the defense architecture that he himself had helped to build.

I don’t believe he was naïve.  But he understood from hard-earned experience that true security comes through making peace with your neighbors.  “We won them all,” he said of Israel’s wars.  “But we did not win the greatest victory that we aspired to: release from the need to win victories.”

And just as he understood the practical necessity of peace, Shimon believed that Israel’s exceptionalism was rooted not only in fidelity to the Jewish people, but to the moral and ethical vision, the precepts of his Jewish faith.  “The Jewish people weren’t born to rule another people,” he would say.  “From the very first day we are against slaves and masters.”

Out of the hardships of the diaspora, he found room in his heart for others who suffered.  He came to hate prejudice with the passion of one who knows how it feels to be its target.  Even in the face of terrorist attacks, even after repeated disappointments at the negotiation table, he insisted that as human beings, Palestinians must be seen as equal in dignity to Jews, and must therefore be equal in self-determination.  Because of his sense of justice, his analysis of Israel’s security, his understanding of Israel’s meaning, he believed that the Zionist idea would be best protected when Palestinians, too, had a state of their own.

Of course, we gather here in the knowledge that Shimon never saw his dream of peace fulfilled.  The region is going through a chaotic time.  Threats are ever present.  And yet, he did not stop dreaming, and he did not stop working.  By the time that I came to work with Shimon, he was in the twilight of his years — although he might not admit it.  I would be the 10th U.S. President since John F. Kennedy to sit down with Shimon; the 10th to fall prey to his charms.  I think of him sitting in the Oval Office, this final member of Israel’s founding generation, under the portrait of George Washington, telling me stories from the past, but more often talking with enthusiasm of the present — his most recent lecture, his next project, his plans for the future, the wonders of his grandchildren.

In many ways, he reminded me of some other giants of the 20th century that I’ve had the honor to meet — men like Nelson Mandela; women like Her Majesty, Queen Elizabeth — leaders who have seen so much, whose lives span such momentous epochs, that they find no need to posture or traffic in what’s popular in the moment; people who speak with depth and knowledge, not in sound bites.  They find no interest in polls or fads.

And like these leaders, Shimon could be true to his convictions even if they cut against the grain of current opinion.  He knew, better than the cynic, that if you look out over the arc of history, human beings should be filled not with fear but with hope.  I’m sure that’s why he was so excited about technology — because for him, it symbolized the march of human progress.  And it’s why he loved so much to talk about young people — because he saw young people unburdened by the prejudices of the past.  It’s why he believed in miracles — because in Israel, he saw a miracle come true.

As Americans and Israelis, we often talk about the unbreakable bonds between our nations.  And, yes, these bonds encompass common interests — vital cooperation that makes both our nations more secure.  But today we are reminded that the bonds which matter most run deeper.  Anchored in a Judeo-Christian tradition, we believe in the irreducible value of every human being.  Our nations were built on that idea.  They were built in large part by stubborn idealists and striving immigrants, including those who had fled war and fled oppression.  Both our nations have flaws that we have not always fixed, corners of our history which date back to our founding that we do not always squarely address.  But because our founders planted not just flags in the eternal soil, but also planted the seeds of democracy, we have the ability to always pursue a better world.  We have the capacity to do what is right.

As an American, as a Christian, a person partly of African descent, born in Hawaii — a place that could not be further than where Shimon spent his youth — I took great pleasure in my friendship with this older, wiser man.  We shared a love of words and books and history.  And perhaps, like most politicians, we shared too great a joy in hearing ourselves talk.  But beyond that, I think our friendship was rooted in the fact that I could somehow see myself in his story, and maybe he could see himself in mine.  Because for all of our differences, both of us had lived such unlikely lives.  It was so surprising to see the two of us where we had started, talking together in the White House, meeting here in Israel.  And I think both of us understood that we were here only because in some way we reflected the magnificent story of our nations.

Shimon’s story, the story of Israel, the experience of the Jewish people, I believe it is universal.  It’s the story of a people who, over so many centuries in the wilderness, never gave up on that basic human longing to return home.  It’s the story of a people who suffered the boot of oppression and the shutting of the gas chamber’s door, and yet never gave up on a belief in goodness.  And it’s the story of a man who was counted on, and then often counted out, again and again, and who never lost hope.

Shimon Peres reminds us that the State of Israel, like the United States of America, was not built by cynics.  We exist because people before us refused to be constrained by the past or the difficulties of the present.  And Shimon Peres was never cynical.  It is that faith, that optimism, that belief — even when all the evidence is to the contrary — that tomorrow can be better, that makes us not just honor Shimon Peres, but love him.

The last of the founding generation is now gone.  Shimon accomplished enough things in his life for a thousand men.  But he understood that it is better to live to the very end of his time on Earth with a longing not for the past but for the dreams that have not yet come true — an Israel that is secure in a just and lasting peace with its neighbors.  And so now this work is in the hand of Israel’s next generation, in the hands of Israel’s next generation and its friends.

Like Joshua, we feel the weight of responsibility that Shimon seemed to wear so lightly.  But we draw strength from his example and the fact that he believed in us — even when we doubted ourselves.

Scripture tells us that before his death, Moses said, “I call upon heaven and earth to bear witness this day that I have set before you life and death, blessing and curse; therefore choose life, that you and your offspring may live.”

Uvacharta Bachayim.  Choose life.  For Shimon, let us choose life, as he always did.  Let us make his work our own. May God bless his memory.  And may God bless this country, and this world, that he loved so dearly.

“You have come from near and far to Jerusalem, the capital of Israel, to pay last respects to Shimon Peres, one of the founders of the state, one of the greatest leaders of our nation, a venerable leader, the remarkable Shimon Peres.

I want to thank you all for coming today.

That so many leaders came from around the world to bid farewell to Shimon, is a testament to his optimism, his quest for peace, his love of Israel.

The people of Israel deeply appreciate the honor you have shown Shimon and the state to which he dedicated his life.

Shimon lived a life of purpose. He soared to incredible heights. He swept so many with his vison and his hope. He was a great man of Israel. He was a great man of the world.

Israel grieves for him. The world grieves for him. But we find hope in his legacy, as does the world.

My friends,

Shimon Peres not only led a long life, but a meaningful life.

He played an active role as a senior partner in the national rebirth of the Jewish people.

He belonged to the generation that emerged from bondage to liberty, that struck roots in our ancient homeland, and wielded the Sword of David in its defense.

Shimon made a monumental contribution to guaranteeing our capacity to defend ourselves for generations.

And for that he will have the gratitude of generations.

At the same time, he made every effort throughout his adult life to achieve peace with our neighbors.

It is no secret that Shimon and I were political rivals, but over time we became friends, close friends.

In one of our many late night meetings at the President’s House, late at night, I asked him, “Tell me, Shimon, throughout your long career, who were the Israeli leaders you most revered?”

Before he managed to answer me, I said, “The first one is clear. You studied at the feet of Ben-Gurion.”

For indeed, as a young man, Shimon saw how Ben-Gurion forged our freedom and shouldered the responsibility for building Israel and securing its destiny.

But in the same conversation, he also talked about Rabin, Begin, and other leaders with genuine appreciation for their unique contributions to our state.

He then surprised me somewhat when he also mentioned one other person – Moshe Dayan.

Shimon talked about Dayan’s valor on the battlefield and his originality, and one other characteristic.

“Moshe never cared what anybody thought about him,” Shimon told me.

“Dayan completely ignored political considerations. He was what he wanted to be.”

Shimon appreciated these qualities, but he also knew one other truth – that if you want to realize the things you believe in, your diplomatic, economic and social goals, you can’t really disconnect from politics.

And therefore, in the 50 years that he served in Knesset and in government, Shimon lived in that inherent tension between statesmanship and politics.

He soared on the wings of vision but he knew that the runway passes through the rocky field of politics.

He was able to do all that—to be pummeled, to fall and get back on his feet time after time—thanks to his passion for activism and ideals.

I first encountered that passion, here, on this very hill 40 years ago.

Two days after the bold rescue operation in Entebbe in which my brother gave his life, Yoni’s funeral was held here.

As defense minister, together with Prime Minister Yitzhak Rabin, Shimon approved that operation.

At the funeral, he delivered a deeply stirring eulogy, which I will never forget.

It was the first time I ever met him.

My late parents, my brother, and I were profoundly moved by what he said about Yoni, about the Operation, about the bond with our forefathers, and about the pride of our nation.

From that point on, a special bond was formed between us.

Shimon and I disagreed about many things, but those disagreements never overshadowed our many warm and thoughtful discussions.

Our friendship deepened with each meeting.

Yet we never glossed over our differences of opinion.

In one of our nearly night-long discussions, we addressed a fundamental question: From Israel’s perspective, what is paramount—security or peace?

Shimon enthusiastically replied, “Bibi, peace is the true security. If there will be peace, there will be security.”

And I responded to him, “Shimon, in the Middle East, security is essential for achieving peace and for maintaining it.”

The debate intensified.

We went back and forth for hours, flinging arguments at one another.

He came from the left, I came from the right.

I came from the right, and he came back from the left.

And in the end – like two worn-out prizefighters – we put down our gloves.

I saw in his eyes, and I think he saw in mine, that our principles stemmed from deep-seeded beliefs and a commitment to the cause – ensuring Israel’s future.

My friends, do you know what surprising conclusion I reached with the passage of time?

We were both right.

In a turbulent Middle East in which only the strong survive, peace will not be achieved other than by permanently preserving our power.

But power is not an end in itself.

It’s a means to an end.

That goal is to ensure our national existence and co-existence.

To promote progress, prosperity and peace – for us, for the nations of the region, and for our Palestinian neighbors.

Shimon also reached the conclusion that no one camp has a monopoly on truth.

The day after his swearing in as Israel’s 9th president, he attended the official memorial ceremony for Ze’ev Jabotinsky, whom I regard as one of my spiritual mentors.

Addressing the ceremony, Shimon said, “History bestowed on the two major streams of Zionism – the Labor movement and the Jabotinsky movement – the task of building the Zionist enterprise. The many gaps between these two camps have narrowed on many issues. The adherents of these streams are today partners in political parties and in the leadership of the state – something that was inconceivable in the distant past.”

“It seems,” Shimon concluded, “that King Solomon was right. Two are better than one.”

At the end of his speech, I approached him, shook his hand and warmly thanked him for his unifying message.

Nine years later, two months ago, my wife and I came to honor Shimon at the opening of the “Peres Center for Innovation.”

Nano and medical technology, neuroscience and computer engineering, satellites and robotics—all were on prominent display.

Shimon radiated pride. I don’t think I had ever seen him that happy.

It was the realization of one of his dreams.

He put a pair of 3-D glasses over his eyes – the same eyes from which his corneas have been donated for the benefit of the next generation.

Nothing could be more symbolic.

Shimon always looked to the future. He believed, as we believe, in progress, in science and technology.

They have the power to strengthen our security as well as to lay the future foundations for peace.

If we nurture these capabilities and act resolutely against the enemies of progress, modernity will triumph over barbarism, good will win out over evil, and light will defeat darkness.

Shimon, my friend, you said that one of the few times you shed a tear was when you heard the tragic news of the death of my brother Yoni in Entebbe.

You cried then, Shimon. And today, I weep for you.

I loved you. We all love you.

Be at peace, Shimon, dear friend, great leader.

We will cherish your memory in the heart of our nation and – I can confidently say – in the heart of all nations.”

Mr. President,
Ladies and Gentlemen,

What I’m about to say is going to shock you: Israel has a bright future at the UN.

Now I know that hearing that from me must surely come as a surprise, because year after year I’ve stood at this very podium and slammed the UN for its obsessive bias against Israel. And the UN deserved every scathing word – for the disgrace of the General Assembly that last year passed 20 resolutions against the democratic State of Israel and a grand total of three resolutions against all the other countries on the planet.

Israel – twenty; rest of the world – three.

And what about the joke called the UN Human Rights Council, which each year condemns Israel more than all the countries of the world combined. As women are being systematically raped, murdered, sold into slavery across the world, which is the only country that the UN’s Commission on Women chose to condemn this year? Yep, you guessed it – Israel. Israel. Israel where women fly fighter jets, lead major corporations, head universities, preside – twice – over the Supreme Court, and have served as Speaker of the Knesset and Prime Minister.

And this circus continues at UNESCO. UNESCO, the UN body charged with preserving world heritage. Now, this is hard to believe but UNESCO just denied the 4,000 year connection between the Jewish people and its holiest site, the Temple Mount. That’s just as absurd as denying the connection between the Great Wall of China and China.

Ladies and Gentlemen,

The UN, begun as a moral force, has become a moral farce. So when it comes to Israel at the UN, you’d probably think nothing will ever change, right? Well think again. You see, everything will change and a lot sooner than you think. The change will happen in this hall, because back home, your governments are rapidly changing their attitudes towards Israel. And sooner or later, that’s going to change the way you vote on Israel at the UN.

More and more nations in Asia, in Africa, in Latin America, more and more nations see Israel as a potent partner – a partner in fighting the terrorism of today, a partner in developing the technology of tomorrow.

Today Israel has diplomatic relations with over 160 countries. That’s nearly double the number that we had when I served here as Israel’s ambassador some 30 years ago. And those ties are getting broader and deeper every day. World leaders increasingly appreciate that Israel is a powerful country with one of the best intelligence services on earth. Because of our unmatched experience and proven capabilities in fighting terrorism, many of your governments seek our help in keeping your countries safe.

Many also seek to benefit from Israel’s ingenuity in agriculture, in health, in water, in cyber and in the fusion of big data, connectivity and artificial intelligence – that fusion that is changing our world in every way.

You might consider this: Israel leads the world in recycling wastewater. We recycle about 90% of our wastewater. Now, how remarkable is that? Well, given that the next country on the list only recycles about 20% of its wastewater, Israel is a global water power. So if you have a thirsty world, and we do, there’s no better ally than Israel.

How about cybersecurity? That’s an issue that affects everyone. Israel accounts for one-tenth of one percent of the world’s population, yet last year we attracted some 20% of the global private investment in cybersecurity. I want you to digest that number. In cyber, Israel is punching a whopping 200 times above its weight. So Israel is also a global cyber power. If hackers are targeting your banks, your planes, your power grids and just about everything else, Israel can offer indispensable help.

Governments are changing their attitudes towards Israel because they know that Israel can help them protect their peoples, can help them feed them, can help them better their lives.

This summer I had an unbelievable opportunity to see this change so vividly during an unforgettable visit to four African countries. This is the first visit to Africa by an Israeli prime minister in decades. Later today, I’ll be meeting with leaders from 17 African countries. We’ll discuss how Israeli technology can help them in their efforts to transform their countries.

In Africa, things are changing. In China, India, Russia, Japan, attitudes towards Israel have changed as well. These powerful nations know that, despite Israel’s small size, it can make a big difference in many, many areas that are important to them.

But now I’m going to surprise you even more. You see, the biggest change in attitudes towards Israel is taking place elsewhere. It’s taking place in the Arab world. Our peace treaties with Egypt and Jordan continue to be anchors of stability in the volatile Middle East. But I have to tell you this: For the first time in my lifetime, many other states in the region recognize that Israel is not their enemy. They recognize that Israel is their ally. Our common enemies are Iran and ISIS. Our common goals are security, prosperity and peace. I believe that in the years ahead we will work together to achieve these goals, work together openly.

So Israel’s diplomatic relations are undergoing nothing less than a revolution. But in this revolution, we never forget that our most cherished alliance, our deepest friendship is with the United States of America, the most powerful and the most generous nation on earth. Our unbreakable bond with the United States of America transcends parties and politics. It reflects, above all else, the overwhelming support for Israel among the American people, support which is at record highs and for which we are deeply grateful.

The United Nations denounces Israel; the United States supports Israel. And a central pillar of that defense has been America’s consistent support for Israel at the UN. I appreciate President Obama’s commitment to that longstanding US policy. In fact, the only time that the United States cast a UN Security Council veto during the Obama presidency was against an anti-Israel resolution in 2011. As President Obama rightly declared at this podium, peace will not come from statements and resolutions at the United Nations.

I believe the day is not far off when Israel will be able to rely on many, many countries to stand with us at the UN. Slowly but surely, the days when UN ambassadors reflexively condemn Israel, those days are coming to an end.

Ladies and Gentlemen,

Today’s automatic majority against Israel at the UN reminds me of the story, the incredible story of Hiroo Onada. Hiroo was a Japanese soldier who was sent to the Philippines in 1944. He lived in the jungle. He scavenged for food. He evaded capture. Eventually he surrendered, but that didn’t happen until 1974, some 30 years after World War II ended. For decades, Hiroo refused to believe the war was over. As Hiroo was hiding in the jungle, Japanese tourists were swimming in pools in American luxury hotels in nearby Manila. Finally, mercifully, Hiroo’s former commanding officer was sent to persuade him to come out of hiding. Only then did Hiroo lay down his arms.

Ladies and Gentlemen,

Distinguished delegates from so many lands,

I have one message for you today: Lay down your arms. The war against Israel at the UN is over. Perhaps some of you don’t know it yet, but I am confident that one day in the not too distant future you will also get the message from your president or from your prime minister informing you that the war against Israel at the United Nations has ended. Yes, I know, there might be a storm before the calm. I know there is talk about ganging up on Israel at the UN later this year. Given its history of hostility towards Israel, does anyone really believe that Israel will let the UN determine our security and our vital national interests?

We will not accept any attempt by the UN to dictate terms to Israel. The road to peace runs through Jerusalem and Ramallah, not through New York.

But regardless of what happens in the months ahead, I have total confidence that in the years ahead the revolution in Israel’s standing among the nations will finally penetrate this hall of nations. I have so much confidence, in fact, that I predict that a decade from now an Israeli prime minister will stand right here where I am standing and actually applaud the UN. But I want to ask you: Why do we have to wait a decade? Why keep vilifying Israel? Perhaps because some of you don’t appreciate that the obsessive bias against Israel is not just a problem for my country, it’s a problem for your countries too. Because if the UN spends so much time condemning the only liberal democracy in the Middle East, it has far less time to address war, disease, poverty, climate change and all the other serious problems that plague the planet.

Are the half million slaughtered Syrians helped by your condemnation of Israel? The same Israel that has treated thousands of injured Syrians in our hospitals, including a field hospital that I built right along the Golan Heights border with Syria. Are the gays hanging from cranes in Iran helped by your denigration of Israel? That same Israel where gays march proudly in our streets and serve in our parliament, including I’m proud to say in my own Likud party. Are the starving children in North Korea’s brutal tyranny, are they helped by your demonization of Israel? Israel, whose agricultural knowhow is feeding the hungry throughout the developing world?

The sooner the UN’s obsession with Israel ends, the better. The better for Israel, the better for your countries, the better for the UN itself.

Ladies and Gentlemen,

If UN habits die hard, Palestinian habits die even harder. President Abbas just attacked from this podium the Balfour Declaration. He’s preparing a lawsuit against Britain for that declaration from 1917. That’s almost 100 years ago – talk about being stuck in the past. The Palestinians may just as well sue Iran for the Cyrus Declaration, which enabled the Jews to rebuild our Temple in Jerusalem 2,500 years ago. Come to think of it, why not a Palestinian class action suit against Abraham for buying that plot of land in Hebron where the fathers and mothers of the Jewish people were buried 4,000 years ago? You’re not laughing. It’s as absurd as that. To sue the British government for the Balfour Declaration? Is he kidding? And this is taken seriously here?

President Abbas attacked the Balfour Declaration because it recognized the right of the Jewish people to a national home in the land of Israel. When the United Nations supported the establishment of a Jewish state in 1947, it recognized our historical and our moral rights in our homeland and to our homeland. Yet today, nearly 70 years later, the Palestinians still refuse to recognize those rights – not our right to a homeland, not our right to a state, not our right to anything. And this remains the true core of the conflict, the persistent Palestinian refusal to recognize the Jewish state in any boundary. You see, this conflict is not about the settlements. It never was.

The conflict raged for decades before there was a single settlement, when Judea Samaria and Gaza were all in Arab hands. The West Bank and Gaza were in Arab hands and they attacked us again and again and again. And when we uprooted all 21 settlements in Gaza and withdrew from every last inch of Gaza, we didn’t get peace from Gaza – we got thousands of rockets fired at us from Gaza.

This conflict rages because for the Palestinians, the real settlements they’re after are Haifa, Jaffa and Tel Aviv.

Now mind you, the issue of settlements is a real one and it can and must be resolved in final status negotiations. But this conflict has never been about the settlements or about establishing a Palestinian state. It’s always been about the existence of a Jewish state, a Jewish state in any boundary.

Ladies and Gentlemen,

Israel is ready, I am ready to negotiate all final status issues but one thing I will never negotiate: Our right to the one and only Jewish state.

Wow, sustained applause for the Prime Minister of Israel in the General Assembly? The change may be coming sooner than I thought.

Had the Palestinians said yes to a Jewish state in 1947, there would have been no war, no refugees and no conflict. And when the Palestinians finally say yes to a Jewish state, we will be able to end this conflict once and for all.

Now here’s the tragedy, because, see, the Palestinians are not only trapped in the past, their leaders are poisoning the future.

I want you to imagine a day in the life of a 13-year-old Palestinian boy, I’ll call him Ali. Ali wakes up before school, he goes to practice with a soccer team named after Dalal Mughrabi, a Palestinian terrorist responsible for the murder of a busload of 37 Israelis. At school, Ali attends an event sponsored by the Palestinian Ministry of Education honoring Baha Alyan, who last year murdered three Israeli civilians. On his walk home, Ali looks up at a towering statue erected just a few weeks ago by the Palestinian Authority to honor Abu Sukar, who detonated a bomb in the center of Jerusalem, killing 15 Israelis.

When Ali gets home, he turns on the TV and sees an interview with a senior Palestinian official, Jibril Rajoub, who says that if he had a nuclear bomb, he’d detonate it over Israel that very day. Ali then turns on the radio and he hears President Abbas’s adviser, Sultan Abu al-Einein, urging Palestinians, here’s a quote, “to slit the throats of Israelis wherever you find them.” Ali checks his Facebook and he sees a recent post by President Abbas’s Fatah Party calling the massacre of 11 Israeli athletes at the Munich Olympics a “heroic act”. On YouTube, Ali watches a clip of President Abbas himself saying, “We welcome every drop of blood spilled in Jerusalem.” Direct quote.

Over dinner, Ali asks his mother what would happen if he killed a Jew and went to an Israeli prison? Here’s what she tells him. She tells him he’d be paid thousands of dollars each month by the Palestinian Authority. In fact, she tells him, the more Jews he would kill, the more money he’d get. Oh, and when he gets out of prison, Ali would be guaranteed a job with the Palestinian Authority.

Ladies and Gentlemen,

All this is real. It happens every day, all the time. Sadly, Ali represents hundreds of thousands of Palestinian children who are indoctrinated with hate every moment, every hour.

This is child abuse.

Imagine your child undergoing this brainwashing. Imagine what it takes for a young boy or girl to break free out of this culture of hate. Some do but far too many don’t. How can any of us expect young Palestinians to support peace when their leaders poison their minds against peace?

We in Israel don’t do this. We educate our children for peace. In fact, we recently launched a pilot program, my government did, to make the study of Arabic mandatory for Jewish children so that we can better understand each other, so that we can live together side-by-side in peace.

Of course, like all societies Israel has fringe elements. But it’s our response to those fringe elements, it’s our response to those fringe elements that makes all the difference.

Take the tragic case of Ahmed Dawabsha. I’ll never forget visiting Ahmed in the hospital just hours after he was attacked. A little boy, really a baby, he was badly burned. Ahmed was the victim of a horrible terrorist act perpetrated by Jews. He lay bandaged and unconscious as Israeli doctors worked around the clock to save him.

No words can bring comfort to this boy or to his family. Still, as I stood by his bedside I told his uncle, “This is not our people. This is not our way.” I then ordered extraordinary measures to bring Ahmed’s assailants to justice and today the Jewish citizens of Israel accused of attacking the Dawabsha family are in jail awaiting trial.

Now, for some, this story shows that both sides have their extremists and both sides are equally responsible for this seemingly endless conflict.

But what Ahmed’s story actually proves is the very opposite. It illustrates the profound difference between our two societies, because while Israeli leaders condemn terrorists, all terrorists, Arabs and Jews alike, Palestinian leaders celebrate terrorists. While Israel jails the handful of Jewish terrorists among us, the Palestinians pay thousands of terrorists among them.

So I call on President Abbas: you have a choice to make. You can continue to stoke hatred as you did today or you can finally confront hatred and work with me to establish peace between our two peoples.

Ladies and Gentlemen,

I hear the buzz. I know that many of you have given up on peace. But I want you to know – I have not given up on peace. I remain committed to a vision of peace based on two states for two peoples. I believe as never before that changes taking place in the Arab world today offer a unique opportunity to advance that peace.

I commend President el-Sisi of Egypt for his efforts to advance peace and stability in our region. Israel welcomes the spirit of the Arab peace initiative and welcomes a dialogue with Arab states to advance a broader peace. I believe that for that broader peace to be fully achieved the Palestinians have to be part of it. I’m ready to begin negotiations to achieve this today – not tomorrow, not next week, today.

President Abbas spoke here an hour ago. Wouldn’t it be better if instead of speaking past each other we were speaking to one another? President Abbas, instead of railing against Israel at the United Nations in New York, I invite you to speak to the Israeli people at the Knesset in Jerusalem. And I would gladly come to speak to the Palestinian parliament in Ramallah.

Ladies and Gentlemen,

While Israel seeks peace with all our neighbors, we also know that peace has no greater enemy than the forces of militant Islam. The bloody trail of this fanaticism runs through all the continents represented here. It runs through Paris and Nice, Brussels and Baghdad, Tel Aviv and Jerusalem, Minnesota and New York, from Sydney to San Bernardino. So many have suffered its savagery: Christian and Jews, women and gays, Yazidis and Kurds and many, many others.

Yet the heaviest price, the heaviest price of all has been paid by innocent Muslims. Hundreds of thousands unmercifully slaughtered. Millions turned into desperate refugees, tens of millions brutally subjugated. The defeat of militant Islam will thus be a victory for all humanity, but it would especially be a victory for those many Muslims who seek a life without fear, a life of peace, a life of hope.

But to defeat the forces of militant Islam, we must fight them relentlessly. We must fight them in the real world. We must fight them in the virtual world. We must dismantle their networks, disrupt their funding, discredit their ideology. We can defeat them and we will defeat them. Medievalism is no match for modernity. Hope is stronger than hate, freedom mightier than fear.

We can do this.

Ladies and Gentlemen,

Israel fights this fateful battle against the forces of militant Islam every day. We keep our borders safe from ISIS, we prevent the smuggling of game-changing weapons to Hezbollah in Lebanon, we thwart Palestinian terror attacks in Judea and Samaria, the West Bank, and we deter missile attacks from Hamas-controlled Gaza.

That’s the same Hamas terror organization that cruelly, unbelievably cruelly refuses to return three of our citizens and the bodies of our fallen soldiers, Oron Shaul and Hadar Goldin. Hadar Goldin’s parents, Leah and Simcha Goldin, are here with us today. They have one request – to bury their beloved son in Israel. All they ask for is one simple thing – to be able to visit the grave of their fallen son Hadar in Israel. Hamas refuses. They couldn’t care less.

I implore you to stand with them, with us, with all that’s decent in our world against the inhumanity of Hamas – all that is indecent and barbaric. Hamas breaks every humanitarian rule in the book, throw the book at them.

Ladies and Gentlemen,

The greatest threat to my country, to our region, and ultimately to our world remains the militant Islamic regime of Iran. Iran openly seeks Israel’s annihilation. It threatens countries across the Middle East, it sponsors terror worldwide.

This year, Iran has fired ballistic missiles in direct defiance of Security Council Resolutions. It has expended its aggression in Iraq, in Syria, in Yemen. Iran, the world’s foremost sponsor of terrorism continued to build its global terror network. That terror network now spans five continents.

So my point to you is this: The threat Iran poses to all of us is not behind us, it’s before us. In the coming years, there must be a sustained and united effort to push back against Iran’s aggression and Iran’s terror. With the nuclear constraints on Iran one year closer to being removed, let me be clear: Israel will not allow the terrorist regime in Iran to develop nuclear weapons – not now, not in a decade, not ever.

Ladies and Gentlemen,

I stand before you today at a time when Israel’s former president, Shimon Peres, is fighting for his life. Shimon is one of Israel’s founding fathers, one of its boldest statesmen, one of its most respected leaders. I know you will all join me and join all the people of Israel in wishing him refuah shlemah Shimon, a speedy recovery.

I’ve always admired Shimon’s boundless optimism, and like him, I too am filled with hope. I am filled with hope because Israel is capable of defending itself by itself against any threat. I am filled with hope because the valor of our fighting men and women is second to none. I am filled with hope because I know the forces of civilization will ultimately triumph over the forces of terror. I am filled with hope because in the age of innovation, Israel – the innovation nation – is thriving as never before. I am filled with hope because Israel works tirelessly to advance equality and opportunity for all its citizens: Jews, Muslims, Christians, Druze, everyone. And I am filled with hope because despite all the naysayers, I believe that in the years ahead, Israel will forge a lasting peace with all our neighbors.

Ladies and Gentlemen,

I am hopeful about what Israel can accomplish because I’ve seen what Israel has accomplished. In 1948, the year of Israel’s independence, our population was 800,000. Our main export was oranges. People said then we were too small, too weak, too isolated, too demographically outnumbered to survive, let alone thrive. The skeptics were wrong about Israel then; the skeptics are wrong about Israel now.

Israel’s population has grown tenfold, our economy fortyfold. Today our biggest export is technology – Israeli technology, which powers the world’s computers, cellphones, cars and so much more.

Ladies and Gentlemen,

The future belongs to those who innovate and this is why the future belongs to countries like Israel. Israel wants to be your partner in seizing that future, so I call on all of you: Cooperate with Israel, embrace Israel, dream with Israel. Dream of the future that we can build together, a future of breathtaking progress, a future of security, prosperity and peace, a future of hope for all humanity, a future where even at the UN, even in this hall, Israel will finally, inevitably, take its rightful place among the nations.

PRIME MINISTER NETANYAHU:  Mr. President, it’s very good to see you again.  First, I want to thank you for the Memorandum of Understanding that we signed last week.  It greatly enhances Israel’s security.  It fortifies the principle that you’ve enunciated many times that Israel should be able to defend itself, by itself, against any threat.

Secondly, I want to thank you for the extensive security and intelligence cooperation between our two countries.  I don’t think people at large understand the breadth and depth of this cooperation, but I know it.  And I want to thank you on behalf of all the people of Israel.

Third, I want to thank you for the many meetings we’ve had in which we discussed how to confront common challenges and how to seize common opportunities.  The greatest challenge is, of course, the unremitting fanaticism.  The greatest opportunity is to advance a global peace.  That’s a goal that I and the people of Israel will never give up on.

We’ve been fortunate that, in pursuing these two tasks, Israel has no greater friend than the United States of America, and America has no greater friend than Israel.  Our alliance has grown decade after decade, through successive presidents, a bipartisan Congress, and the overwhelming support of the American people.  It’s an unbreakable bond based on common values, buttressed by common interest, and bound by a shared destiny.

And I want to thank you, Mr. President, for the opportunity to once again discuss how we can shape that destiny together.  And I’d like to add, if I may, one final point.  As you conclude your presidency, I know you’re going to be busy with many, many things, much more than improving what I hear is a terrific golf game.  (Laughter.)  Your voice, your influential voice will be heard for many decades.  And I know you’ll continue to support Israel’s right to defend itself and its right to thrive as a Jewish state.  So I want you to know, Barack, that you’ll always be a welcome guest in Israel.

And, by the way, I don’t play golf, but right next to my home in Caesarea, in Israel, is a terrific golf course.

Well, it’s good to once again welcome Prime Minister Netanyahu and his delegation here.  I want to start by just sending a message that all of the American people, my entire administration, and me, personally, are thinking about Shimon Peres — a great friend, a hero, and giant in the history of Israel.  And we are hopeful that he will have a speedy recovery.
I’ve always joked whenever I’ve seen Shimon that I wanted to see what he ate and what he did, because he’s always looked so good.  I know this has been a challenging time for him and his family, but I wanted to make sure that I relay my gratitude to him for his friendship and his leadership, and helping to forge a strong U.S.-Israeli bond.

As Prime Minister Netanyahu mentioned, the bond between the United States and Israel is unbreakable.  It is based on common values, family ties, a recognition that a Jewish state of Israel is one of our most important allies, and a guiding principle throughout my presidency — one that I’ve expressed often to the Prime Minister — is, is that it is important for America’s national security to ensure that we have a safe and secure Israel, one that can defend itself.

And so the Memorandum of Understanding that we recently signed I think is indicative of that.  What it does is provide an assurance and a foundation for the kinds of ongoing military and intelligence cooperation that has been the hallmark of our relationship.  It allows I think Israeli planners the kind of certainty in a moment where there’s enormous uncertainty in the region.  It is a very difficult and dangerous time in the Middle East, and we want to make sure that Israel has the full capabilities it needs in order to keep the Israeli people safe and secure.

This will give us an opportunity to talk about the challenges that arise out of situations like Syria.  I’ll also be interested in hearing from the Prime Minister his assessment of conditions within Israel and in the West Bank.  Obviously, our hearts go out to those who have been injured, both Israeli and Palestinian.  Clearly, there is great danger of not just terrorism, but also flare-ups of violence.  We do have concerns around settlement activity, as well.  And our hope is that we can continue to be an effective partner with Israel in finding a path to peace.

Obviously, I’m only going to be President for another few months.  The Prime Minister will be there quite a bit longer.  And our hope will be that in these conversations we get a sense of how Israel sees the next few years, what the opportunities are and what the challenges are in order to assure that we keep alive the possibility of a stable, secure Israel at peace with its neighbors, and a Palestinian homeland that meets the aspirations of their people.

But obviously, these are challenging times.  One thing I can say about Prime Minister Netanyahu is he has always been candid with us, and his team has cooperated very effectively with ours. We very much appreciate it.  And I guarantee you that I will visit Israel often, because it is a beautiful country with beautiful people.  And Michelle and the girls I think resent the fact that I’ve not taken them on most of these trips, so they’re insistent that I do take them.  Of course, they will appreciate the fact that the next time I visit Israel I won’t have to sit in bilats — (laughter) — but instead can enjoy the sights and sounds of a remarkable country.

The names of the 16 people from our Foreign Service who were killed during their service are engraved in iron and stone on the wall of commemoration behind me. The acted bravely and with great dedication to bring word of Israel to the nations. Their lives were cut short by malicious hands. We do not only remember our loved ones through this physical memorial, but first and foremost in our hearts, in the nation’s consciousness, with gratitude to its emissaries for their contribution in strengthening the country’s position.

Our people here in Israel and abroad have for many years faced a dual front: first, on the public diplomacy front where they have been conducting a continual campaign to convince the world of the justness of our actions, deepen our international ties, gain public support and curb the many lies about the Jewish state.

The second front is that of their personal safety. As those who represent sovereign Israel, they themselves are a target for attack. Employees of the Ministry of Foreign Affairs are under threat from parties that use every method available to undermine the relations between Israel and countries around the world. Our representatives stand guard to beat back political propaganda attacks, and because of this they may become victims of physical attacks.

I remember well the first incident. Edna Pe’er’s name is engraved here on the wall. I was a soldier in the Special Forces at the time, and I remember the great shock the Israeli public felt after what happened in Asuncion. Since ancient times it was customary that diplomats were off limits. Not only were they off limits, they were the limit, and it became clear that all-encompassing terror would strike at this foundation of our relations. My fellow soldiers in the unit and I felt at the time that we had to act vigorously against these terrorists who had no consideration for human lives.

Over the years, the State of Israel has had many significant achievements in its determined campaign against terror and against terror directed at diplomats. Warnings keep coming. Clearly, in most cases we are successful in stopping terrorist attacks in Israel and abroad. I say most cases because unfortunately we have experienced tragedies we were unable to stop, during which we lost the best of our people – in Turkey, in London, in Argentina – and every tragedy is burned into our skin.

We make efforts, mainly through the Mossad and the ISA, to defend ourselves and all our employees in the Foreign Service and our representatives abroad. This effort is large-scale, it is unique and it has saved many hundreds of lives, not only in our Foreign Service, but also in the Foreign Services of other countries.

Sometimes these efforts are successful by a hairsbreadth. Here, several years ago, in the situation room of the Ministry of Foreign Affairs, we dealt with a siege that grew ever tighter around our people in the Israeli embassy in Cairo. A wild mob came to slaughter our people and that night we worked with all the tools at our disposal, including threats to extract them using the IDF, which finally tipped the scale and the Egyptian forces, then under the leadership of the Muslim Brotherhood, together with tight coordination on our end from the situation room, and eventually led to a successful outcome in this instance.

The employees of the office and I spoke with the security officer in charge. He told me over the radio, “My name is Yoni”. And I told him, “Yoni, the State of Israel will get you out of there”. I regret that we were unable to do so in other cases that we commemorate today, but I do want to tell you that we spare no effort in defending you while you are defending our country.

Israel is in the eye of a storm. In many ways it serves as the vanguard in the ongoing fight against terror, including terrorism directed at diplomats. There are no compromises to be made with bloodthirsty extremists. We owe ourselves and the following generations a crushing victory by the forces of freedom and enlightenment. At the same time, we continue the mission of those who fell during their Foreign Service, and are expanding in an unprecedented manner, as you here know, the scope of our diplomatic ties – a tight net of relations with approximately 160 countries – and there is still more to be done.

Countries around the world are taking advantage of our capabilities in the fight against terror. They are also growing closer to us because of our proven technological innovation, and this is why Israel is courted and pursued, parallel to the various attacks that continue to be waged against us. I am certain that this accomplishment would make our lost loved ones very proud. Their lives were cut short, but their life’s mission, this mission, is being realized in an impressive fashion.

Dear families, bereaved families, we all bow our heads in memory of the fallen. Losing them left deep wounds on your hearts, all our hearts. The entire nation shares your pain, and of course so does the Foreign Service family from throughout its history. We will continue to pursue the realization of their last will and testament – safeguarding the strength, security, prosperity and well-being of our country. May their memories forever be blessed.

Distinguished guests, first and foremost my brothers and sisters, members of the bereaved families,

As the son of a bereaved family, I, like you, carry the weight of despair. I know the depths of sadness and the agonizing pain of loss. They are relentless. When I received the news of my brother and later had to break it to my parents, my whole world collapsed. The same thing happened to you. We spend the remainder of our lives struggling to emerge from the ruins. It never fully happens, but there is new life. Today I spoke with the mother of Ben Vanunu, a remarkable young boy who fell in Operation Protective Edge. Sarit and Ilan welcomed a daughter into the world today, and tears of sadness and joy mix together.

Twenty three thousand, four hundred and forty seven – this is the number of Israel’s fallen soldiers, in honor of whom we bow our heads today – in grief, silence, admiration and gratitude. The day bereavement first enters our doorstep is the day our loved ones become no longer just ours. While they fundamentally belong to us, a part of our flesh that has been cut off, they also belong to the nation, a nation that pays tribute to them today and acknowledges the enormity of their sacrifice. Jews, Druze, Christians, Muslims, Bedouins, Circassians, men and women – we all share one fate.

Anyone who has ever lost a son, a brother, a father, a daughter or a friend has cried out: Why? I myself asked the exact same question when my brother was killed. But in time I came to understand that the question should be: For what? What is the purpose? What is the meaning of the price that we have paid? Our sons and daughters went to battle with their heads held high. They died for a higher calling – to ensure Israel’s existence and guarantee its future. This is precisely the difference, the whole difference, between a beaten and oppressed nation, a persecuted nation that is forced to rely on the kindness of strangers, as we were until 68 years ago, and a nation that lives on its land, builds its country, controls its destiny. But the price is horrible. We know more than anyone how horrible it is.

I try to familiarize myself with the personal stories of many of the fallen. So much power is embodied in what they themselves said and wrote. Avraham Lustig, who fought in the War of Independence and was killed in the Convoy of 35, wrote in his journal a day before he went to battle that suffering is okay and death is okay as long as you know why and what for. Eliraz Peretz, son of our friend Miriam, who fell six years ago on the border with Gaza, adopted this principle: “If you love, love with no limits; if you are going to be friends, be friends with no limits; and if you are going to be a combat soldier, then without limits and give it your all.” Eliav Gelman, an officer in an elite unit who was killed two months ago at the Gush Etzion Junction while trying to protect civilians from a knife-wielding terrorist, used to say to his soldiers: “Self-sacrifice for higher values such as love for the Land of Israel, connection to the succession of generations and contribution to the greater good is what enables our people’s existence in its land.” It is an ongoing account of resilience and strength – on the battlefield, in protecting our borders and at the forefront of the fight against terrorism.

My brothers and sisters, dear families, life in an era of revival and rebirth exacts a personal price and a national price. But our people’s spirit is strong and we believe in the Glory of Israel.

As a 3,000-year-old nation determined to protect its land, we will continue to stand strong in the face of our enemies, build our land, develop our country and guarantee our existence. We will not lose hope for reconciliation with our enemies, but we will first make peace within ourselves. True reconciliation comes from our shared destiny, and there is no deeper or more noble expression of this shared destiny than this day, the day we remember with great love and admiration our sons and daughters, the heroes who sacrificed their lives so that we can live in our land.

May the memory of our loved ones – Israel’s fallen soldiers – be forever blessed.

Dear Friends,

Preserving the memory of the Holocaust is more important today than ever for in this period of resurgent and sometimes violent anti-Semitism, it is commemorations like this that remind us all where the oldest and most enduring hatred can lead.

Unfortunately, in Europe and elsewhere, Jews are once again being targeted just for being Jews. Around the world, Jewish communities are increasingly living in fear. We see anti-Semitism directed against individual Jews, and we also see this hatred directed against the collective Jew, against the Jewish state. Israel is targeted with the same slurs and the same libels that were leveled against the Jewish people since time immemorial.

Islamic extremists incorporate the most outrageous anti-Semitism into their murderous doctrines. We see this in Gaza; we see it in Raqqa; we see it in Tehran. And it’s not just Islamic extremists in the Middle East and Europe. Even respected Western opinion leaders have become afflicted with hatred for the Jewish people and the Jewish state.

The obsession with the Jews – the fixation on the Jewish state – defies any other rational explanation. While across the region, Islamist militants brutalize entire populations, enslave and rape women, murder Christians and gays, the UN Human Rights Council repeatedly condemns Israel. More than North Korea. More than Iran. More than Syria. More than all of them put together. Some things just don’t change.

But one thing has changed. We have changed. The Jews have changed. We are no longer a stateless people endlessly searching for a safe haven. We are no longer a powerless people begging others to offer us protection.

Today we are an independent and sovereign people in our own homeland. Today we can speak out against the voices of hatred and those seeking our destruction. Today we can protect ourselves and defend our freedom. We have changed and we stand and speak out and we defend ourselves. But where is Europe? Where is the rest of civilization?

When a state like Iran and movements like Daesh and Hamas openly declare their goal of committing another Holocaust, we will not let it happen. But Europe and the rest of the world must stand up together with us. Not for our sake; for theirs.

Chaim Herzog was one of our preeminent delegates and representatives to the United Nations. The 40 years that have passed since the dramatic day of November 10, 1975, did not blunt the impression of deep polarization that characterized that day. On the one hand, the United Nations displayed an unprecedented low moral standard, and on the other hand is Ambassador Herzog’s proud and admirable stand.

I will start with the UN Resolution which stated, and I quote, that “Zionism is a form of racism and racial discrimination”. Any reasonable person understood that Zionism was not the only target of this ridiculous attack. Those poisonous arrows equally, and in fact first and foremost, targeted the State of Israel, which is the embodiment of the Zionist idea.

These two targets were perceived as a single one. The Arab countries, the producers of petroleum, were hostile towards Israel since the day of its establishment, and they joined forces with the Soviet Union. They brought countries from Asia and Africa into their ranks and brought their slanderous campaign to its peak, which only intensified after our victory. Their failure to defeat us on the battlefield through the use of arms jumpstarted a new effort to try and undermine the just and moral foundation for Israel’s existence, thereby gradually leading to the country’s destruction.

It was an absurd group – an absurd display and an absurd group. A group of anti-democratic countries that trample on human rights, encourage terrorism and that are infected with anti-Semitism. This group was terribly hypocritical in vilifying Israel – a democratic country that upholds freedom and democracy as sacred values and extends its hand in peace to all its neighbors.

There was another party that provided a platform for this libel about racism – I am talking about the United Nations naturally. The United Nations was formed after World War II to promote friendship among the nations and prevent tragedies similar to the ones that had transpired during the years of the war.

Unfortunately, the United Nations quickly transformed into an organization that reinforces the divisions between countries and blocs. In many cases, not only did it not facilitate conflict resolution, it deepened conflicts by adopting resolutions that almost always sided with only one side, that of tyranny versus democracy. This is what the automatic majority in the UN means and it was true in this case as well. The outrageous comparison between Zionism and racism was a turning point, not so much in the history of the UN, but rather in the history of global anti-Semitism.

Until then, hatred of Jews found expression in different countries or lands, for instance in medieval England, Spain during the inquisition, France during the Dreyfuss trial, Ukraine and Russia during the waves of pogroms and in Germany and Europe during the horrifying years of the Holocaust. However, this case created a new situation. It was the first time that our enemies used a global mechanism, a worldwide mechanism, a respected international mechanism which is supposed to represent the entirety of humanity to delegitimize and dehumanize the Jewish state.

Throughout the decades, our enemies described us as the adversaries of humanity, disinheritors of nations, murderers of children and poisoners of wells. Thirty-five countries objected to this characterization and voted against the UN resolution. They well understood the absurdity in calling the Jewish state racist. Four decades later, we are still deeply grateful to them.

They were led by the United States Ambassador to the United Nations, Daniel Patrick Moynihan, who was one of our strongest and staunchest supporters. He stated very clearly that Israel is a democracy, and the fact of the matter is that tyrannical regimes take advantage of every opportunity to destroy the thing that threatens them most, namely, democracy. Moynihan, who was a very special man, stood by the side of another very special man, our ambassador to the United Nations.

Herzog’s speech to the UN in response to those who initiated the resolution denounced the denouncers. He first mentioned Kristallnacht in Germany, which preceded the annihilation of our people and occurred on exactly the same day 37 years beforehand. Herzog condemned the hatred and ignorance, the arrogance and the slander which were the foundations for the resolution comparing Zionism to racism. He promised, and I quote, “This episode will strengthen Zionism while weakening the UN.”

Tearing up the resolution at the UN podium was an act of planned spontaneity. It was a repetition of an act by his father, Rabbi Herzog, who tore up the White Paper as a public protest during the British Mandate against its restrictions. Chaim Herzog’s profound words stirred empathy for the Zionist cause throughout the Jewish world. The impression made by his speech remains to this day. I can add that it also affected me deeply. I spoke to Chaim Herzog on many occasions, including prior to his term as the Israeli Ambassador to the UN and also during my tenure. I went to see him for some Biblical discourse with someone whom I considered a great rabbi in telling the truth about Israel.

Nine years after he made his speech, I stood at the podium in the UN and delivered my inaugural speech under similar circumstances, though not identical. Iran, supported by Libya and Syria, submitted a proposal to expel Israel from the organization. Chaim Herzog’s devotion, his allegiance to the truth and his profound knowledge of the justness of our path inspired me to say similar things. I said: “We all must decide on which side we belong.

We can continue tolerating the attempts to turn this organization into a parody of itself. We can let it deteriorate until it resembles one of the ridiculous parliaments that gather in Damascus, Tripoli and Tehran, whose representatives, not surprisingly, are the living spirit behind today’s attempt to expel Israel; or alternatively we can tell them: Please check your fanaticism at the door.”

Those years were characterized by an effort to overturn that despicable resolution, an effort that intensified later. Indeed, at the end of 1991 the resolution was overturned, 16 years after it was adopted. The end of the Cold War resulted in the decline of the ideological conflict between the Soviet bloc and the Western countries. It introduced other changes in the international sphere that enabled overturning that UN resolution. Members of Knesset, I would like to mention the obvious: Even after it was overturned, we did not achieve peace and tranquility, far from that. The hostile attitudes towards Israel in UN institutions continue to this day.

There are parties in the UN who condemn us every opportunity they have. The pattern of automatic voting against Israel continues. Over the past year, the UN General Assembly adopted close to 20 resolutions against Israel, compared to only one against Iran, for example.

The same distortion exists in the UN Human Rights Council, which stands out in its discriminatory attitude towards us. Since the establishment of the Council in 2006, millions of people have been massacred around the world or have fled conflict, but this Council adopted 61 resolutions against Israel, more than all the resolutions it adopted against all the other countries combined.

This absurdity is very clear and it has nothing to do with what we do or do not do. As a country that upholds the rule of law, we do not fear legitimate criticism, but when it comes to the UN, its tendency to slander Israel is obsessive, distorted and immoral. Not only is it doing us an injustice, it also abandons those who truly suffer the evils of tyranny, aggression and terrorism, those whom the UN disregards. In fact, it is Israel, the only democracy in the Middle East, which defends itself against vicious terrorism, that is strongly condemned.
We saw this just recently following the defensive military operations that were forced on us: Cast Lead, Pillar of Defense and Protective Edge. The UN condemned us, initiated investigations against us, and thereby abuses its role and provides support for terrorism.

This distorted reality will not discourage us. Our roots are stronger than any lie or slanderous incitement. Members of Knesset, I must reiterate that many countries in the world realize this. A strange duality exists here. On the one hand, they vote for these ridiculous resolutions and on the other hand, they wish to cooperate with us. This is a dramatic transformation in the nature of our relations with the countries of the world. Powerful countries like China, Japan, India, Russia, African countries and Latin American countries wish to learn from our experience in fighting militant Islamic terrorism and from our technological capabilities in so many diverse areas.

Our relations with these countries are growing stronger, and I tell their leaders, “It is time that our good relations will also be reflected in your votes in the UN.” This message is beginning to sink in. We should repeat it in our meetings with foreign representatives. This has already begun to occur in some important votes, including the impressive majority of countries that voted against resolutions singling out Israel in the International Atomic Energy Agency and in several other votes.

As for the UN – there is still a long way to go.
That moment when Chaim Herzog tore up those false allegations against us engraved on our memories. It demonstrated his profound belief in the victory of good over evil, light over darkness, truth over the lie. We believe that, in the end, the people of Israel will prevail and Chaim Herzog played an important part in preserving this belief.

Greetings from Jerusalem.

I want to thank my friend Haim for giving me the opportunity to address you. This comes at a time when the United States has experienced a terrible and savage attack in San Bernardino, and I wish to offer the condolences of the people of Israel to the families, the aggrieved families, and of course send our wishes for a speedy recovery to the wounded.

The terrorists are attacking in California or in Israel, or for that matter in Paris. They are attacking the very values that we hold dear – freedom, tolerance, diversity. All the things that define the value of life and society in our eyes, they find anathema and that’s why they attack us. I think too that this is what makes us strong. They think that we are hedonistic and weak; we’re actually very strong societies, very resilient, because of the very values that they despise so much.

And these values are what makes the bond between Israel and the United States, the American people and the people of Israel, so strong. It’s that identity of values, those very values that are under such fierce attack today. I think nobody should underestimate the resilience and power of our societies. Nobody should underestimate the United States. It was, it remains and will be the leader of the world precisely because it is so rooted in the values that make societies great.

And these are the same values by which we live, and that’s why nobody should underestimate Israel, and nobody should underestimate the strength of our alliance. It’s strong and it will be even stronger in years to come. And I appreciate the President’s willingness to forge a new agreement between Israel and the United States, a ten-year MoU to strengthen Israeli-American cooperation and strengthen Israel’s security with American support. I think everybody in Israel appreciates that, beginning with me.

We face today two challenges that I’d like to briefly discuss with you. One is a global challenge of the battle of militant Islamic terrorism that plagues not only the Middle East, but increasingly Europe and the United States and Asia, everywhere – Africa. And the second is the specific problem of the Palestinian-Israeli conflict, which I’d like to address.

On the global front, I have to say that many used to say that the core of the conflicts in the Middle East, and from there the rest of the world, were rooted in the Israeli-Palestinian conflict. That was never true, but it’s now demonstrably false. And what we see is the old order established after the Ottoman Empire collapsing and militant Islam, either of the Shiites, Shiite hue led by Iran, or the Sunni hue, led by ISIS, rushing in to fill the void. Now those two forces are clashing with each other because each wants to be the king of the Islamist hill. They hope to first establish in the Middle East and after that in their mad designs throughout the rest of the world, but it nonetheless is a battle of militant Islam against other Muslims and against everyone else.

That is clearly demonstrated in the case of ISIS, that doesn’t mince its words, and is disguised by Iran, that has equal ambitions. The danger that we face is augmented when militant Islam gets a sovereign state, because a state gives them money, in oil revenues in particular for either one, and it gives them the power to develop weapons or acquire weapons – chemical weapons in the case of ISIS and other sophisticated weapons – and of course the quest for nuclear weapons or submarines or satellites and sundry other rockets and precision-guided missiles in the case of Iran.

These battles, these forces are battling each other now over the soil of Syria, and our position has been – my position has been not to intervene because an ISIS-dominated Syria is bad and a Iran-dominated Syria is bad. I think that our policy has been therefore not to try to strengthen one at the expense of the other, but weaken both. But in any case, my policy has been non-intervention with two exceptions. The first is humanitarian. We were among the first countries to offer humanitarian aid to Syria. We established a field hospital right next to the border of, our border in the Golan and have taken in thousands of Syrians who’ve come in, astounded. They were always taught that Israel and Israelis were devils and now they were healing angels. And the second thing that I’ve decided to do is to make it clear that Israel will not tolerate the use of Syrian territory for passing lethal weapons to Hezbollah, to open up a warfront against us in Lebanon, or to use Syrian territory for attacks against us or to enable Iran to build a second terror or military front against us from the Golan or anywhere else in Syria.

These are clear principles which we uphold. I’ve expressed also to President Putin of Russia that these are principles that we’ll continue to uphold and that it makes sense that Russia and Israel have deconfliction. We’ve done that, just as the United States has done that, but it’s very important for me to stress that Israeli policy will continue along the lines that I’ve just outlined.

If I look at the world overall, the core of the conflicts in the Middle East, that is the battle between early medievalism and modernity, is the battle that is being waged now around the world. And the advanced countries in the world, the civilized countries of the world, have to make common cause to contain and ultimately defeat militant Islam. Deep down, human beings want to have freedom and I think that desire and the technology of freedom, the spread of information, will ultimately defeat militant Islam, just as it defeated another murderous ideology bent on world domination: Nazism.

In the case of Nazism, it took down about 60 million people and a third of our own people before it went down, and this cannot allow to happen again. I think it won’t happen again: one, because we have the historical antecedents; and two, because we have the State of Israel, as far as the Jewish people are concerned. We will not allow any one of these violent medievalist forces to threaten our country and threaten our people.

Insofar as the Palestinian-Israeli conflict is concerned, I think there is another misunderstanding. People have long said that the core of this conflict is the acquisition of territories by Israel in the 1967 War. That’s an issue that needs to be addressed in any peace process, as is the question of settlements, but it’s not the core of the conflict. In Gaza, nothing changed. In fact, instead of getting peace, we gave territory and got 15,000 rockets on our heads. We took out all the settlements; we disinterred people from their graves; and did we get peace? No. We got the worst terror possible.

I think that happened earlier too, when we left Lebanon and people said, “Well, if you leave Lebanon, then Hezbollah will make peace with you.” And in fact, we got 15,000 rockets from there too. And so people are naturally saying, look, if we want a solution vis-à-vis the Palestinians in Judea and Samaria, in the West Bank, how can we ensure that this doesn’t happen again? Well, in order for us to ensure that it doesn’t happen again, we have to address the root cause of the problem. Why has this conflict not been resolved for a hundred years? Why has it not been resolved after successive Israeli prime ministers, six in fact after the Oslo Agreement, have offered to make peace, have offered the Palestinians the possibility of building a state next to Israel – it’s because the Palestinians have not yet been willing to cross that conceptual bridge, that emotional bridge, of giving up the dream not of a state next to Israel, but a state instead of Israel.

And that’s why they persistently refuse – not only Hamas in Gaza, but the PA – they consistently refuse to accept that in a final peace settlement, they will recognize the Jewish state, they will recognize a nation-state for the Jewish people. They ask that we recognize a nation-state for the Palestinian people, but refuse to accord that same right to us. I have said and I continue to say it, that ultimately the only workable solution is not a unitary state, but a demilitarized Palestinian state that recognizes the Jewish state. That’s the solution. But the Palestinians have to recognize the Jewish state and they persistently refuse to do so. They refuse to recognize a nation-state for the Jewish people in any boundary. That was and remains the core of the conflict. Not this or that gesture or the absence of this or that gesture, but the inability or unwillingness of the Palestinian leadership to make the leap.

You got a hint of that the other day when Abu Mazen spoke about the “occupation of Palestinian lands for the last 67 years”. Did you hear that? Occupation of Palestinian lands? For the last 67 years? Sixty-seven years ago was 1948. That’s when the State of Israel was established. Does Abu Mazen mean that Tel Aviv is occupied Palestinian territory? Of Haifa? Or Beer Sheba? He refuses to fess up to his people and say it’s over, from their point of view what they say are the borders they wish, the final borders they wish. They refuse to recognize that they will have no more claim on the territory of the Jewish state, that they will not try in any way to flood it with the descendants of refugees. After all, we in Israel took in an equal and even larger number of Jewish refugees from Arab lands.

I mention this point about mutual national recognition because it is so fundamental, and like the mantra that was raised time and time and time again, that the core of the conflict, always in the singular, the conflict in the Middle East was the Palestinian-Israeli conflict, that has turned out to be even childish and irrelevant. The same thing I am saying will happen with the argument about the core of the conflict being the settlements or the territories. They’re an issue to be resolved, but they are not the core of the conflict.

And I think it’s important if we’re ever going to resolve this issue is to demand from the Palestinian leadership to recognize the Jewish state. We’ll still have many, many issues to resolve, but it begins with the recognition of the right of the Jewish people to have a state of their own. This is the fundament of peace and the absence of this recognition is the real obstacle.

I don’t lose hope. You can’t be a leader of the Jewish people and not have hope because we’ve overcome so many travails in the last thousands of years and in the last hundred years. We have clawed our way back to a sovereign existence. We built a remarkable state. It’s a world leader in technology, in agriculture, in irrigation, in cyber, in medicine – in so many areas. And we’ve made peace with two countries: Jordan and Egypt. And as the picture that I described about the threat of militant Islam to Arab and Muslim society emerges, we are making inroads and a lot of contacts with Arab countries – a lot of contacts that are not Arab countries as well: the leading countries of Asia, China, India, Japan; dozens of African countries; countries in Latin America. And it’s heartening. It’s heartening to see how Israel is being received and how people are changing their view of Israel as they change their view of the essential conflict between medievalism and modernity that is now spreading throughout the entire world.

But I know, with all the openness that we have with dozens and dozens of countries, including in our own region, I still know that we have no better friend than the United States. This is a partnership of solid values. It’s the deepest partnership there is. I value it across the partisan divide – Democrats, Republicans, Independents – we cherish your support. We value it and we believe that this partnership between Israel and the United States of America is the axis around which many other partnerships can be built in our region and beyond for the betterment of all humanity.
