Prime Minister Benjamin Netanyahu, appointed Prime Minister’s Office Director-General Harel Locker to head the team that will deal with the communities that were damaged and the residents who were injured and to see to a quick return to normal life. The other members of the team are the director-generals of the Finance; Home Front Defense; Tourism; Social Welfare and Social Services; Agriculture; Negev and Galilee; and Industry, Trade and Labor ministries.

At least seven passengers reportedly were killed in an explosion on a bus carrying Israeli tourists in Bulgaria in what is being described as a terrorist attack.

Israeli and Bulgarian outlets reported that as many as seven people were killed in the explosion Wednesday afternoon at Sarafovo Airport in Burgas, a city on the Black Sea Coast popular with Israeli tourists. At least 33 passengers have been rushed to the hospital, and nine are missing, reported the Bulgarian news agency Novinite.com. The explosion hit one of three tour buses carrying Israelis, Israel’s Channel 1 reported. Some 40 people are reported to have been on the bus, and several media outlets have described the passengers as “Israeli youth.”

The explosion occurred while the bus, which was scheduled to take the Israeli tourists to their hotel, was still in the terminal. Some news reports said a suicide bomber boarded the bus as it was taking the Israeli tourists to the terminal. Others quoted Burgas Mayor Dimitar Nikolov as saying that explosives were in the luggage area of the bus.

The explosion occurred on the 18th anniversary of the terrorist attack on the AMIA Jewish center in Buenos Aires that left 85 people dead.

Israel deported 150 more migrants from South Sudan.

A planeload with the African migrants, which Israel calls illegal infiltrators, left Israel for South Sudan on Monday evening. Some 120 South Sudanese migrants had left Israel last week.

The migrants reportedly are leaving voluntarily in exchange for a cash grant and a flight home. Migrants who do not leave voluntarily will be imprisoned, according to reports.

Evacuation of Ulpana neighborhood begins

Residents and supporters of the Ulpana neighborhood in the West Bank held a morning prayer service as moving vans arrived to evacuate them from the disputed properties.

The first 15 families living in the outlying neighborhood of the Beit El settlement moved to trailer homes set up at a nearby army base on Tuesday. The other 15 families will move Thursday, according to Israel’s Ministry of Defense.

The five apartment buildings are to be moved to 4.5 acres of state land that was a Border Police base and will be annexed to the settlement. Three hundred other dwellings also will be built there.

Movers hired by the Defense Ministry began packing up the families Tuesday morning. Four families said they would passively resist the evacuation, and all the families are asking media outlets to report that they are being forced from their homes and refrain from saying that the evacuation is by agreement. An agreement to evacuate and move the buildings was struck between the government and Beit El Rabbi Zalman Baruch Melamed.

Israeli Prime Minister Benjamin Netanyahu injured his leg during a soccer match with Jewish and Arab youth.

Netanyahu pulled a tendon in his leg during the Monday afternoon game in Jerusalem, Walla! News reported.  The prime minister slipped on the grass, rose and continued to play and scored a goal, according to Walla!

Netanyahu’s personal physician, Dr. Tzvi Berkowitz, examined the prime minister and diagnosed the pulled tendon, according to the news website. The injury caused the postponement of a Likud Party meeting.

Prime Minister Binyamin Netanyahu is as agile as ever on the political field, but not quite as light on his feet on the soccer field.

Taking part Monday afternoon in a Jewish-Arab children’s soccer game, the prime minister missed a swing at the ball after about five minutes of game time.

The game was being held at Jerusalem’s Kraft Stadium, and was staged for Peter Greenberg’s show “The Royal Tour.”

Down he went, straining a tendon in the process.

Likud Knesset members canceled their regularly scheduled faction meeting in deference to the injury.

“Today I was playing soccer to promote tourism and to show off the youth and the truly beautiful side of Israel — but I tore a ligament during the game,” Netanyahu explained with a slightly sheepish glance at his foot in a video clip sent a few hours later to media outlets.

“It’s not exactly the Euro,” he kibbitzed, showing off the cast on his left foot. “Tomorrow I will be back at the game as a prime minister,” he added, “to continue in other fields, once again on behalf of the State of Israel.”

Prime Minister Benjamin Netanyahu this afternoon in Jerusalem, participated in a soccer game between Jewish and Arab youth, in the framework of an international project to promote tourism to Israel.  During the game, the Prime Minister slipped on the field, rose, continued to play and scored a goal.

During a subsequent examination, expert orthopedist Dr. Leon Kaplan diagnosed a suspected tear in one of the Prime Minister’s tendons.  A CT scan at Hadassah-Mt. Scopus Hospital confirmed the diagnosis.  The Prime Minister’s left leg was placed in a cast for several weeks.

Prime Minister Netanyahu returned home and will be back at work at his office tomorrow.

Prime Minister Benjamin Netanyahu made the following remarks today following a discussion that was held on the issue of illegal infiltrators. Interior Minister Eli Yishai, Public Security Minister Yitzhak Aharonovich and Justice Minister Yaakov Neeman, as well as IDF, Israel Police and Prison Service representatives, attended the discussion.

“I held an additional discussion – along with the Interior Minister, the Public Security Minister and the Justice Minister, as well as with professional elements – in the framework of the national emergency plan to remove infiltrators. This is a serious problem and we are dealing with it.

First, we will complete the fence as quickly as possible and deal with infiltrations until the fence is completed. Second, we will build detention facilities including thousands of units. Third, we will move infiltrators directly from the border to the facilities. We needed to make several changes and we made them. Fourth, we will punish those who illegally employ infiltrators. Next week will be the second and third Knesset readings of a law that will deal severely with such employers, and allow their businesses to be closed.

At the same time, the Interior Minister is preparing to issues orders that will allow for the detention of the infiltrators. This is still partial but it is a start. The Public Security Minister will detain infiltrator criminals in the Tel Aviv area and put them in prison, and this will be done in addition to the continued deployment of a Border Police unit in southern Tel Aviv.

I believe that these and other measures, which I will not detail here, will begin to reverse the trend and we will solve it.”

Jerusalem court clears way for deportation of S. Sudanese migrants

A Jerusalem court ruled that Israel could deport South Sudanese migrants who entered the country illegally.

Thursday’s decision in Jerusalem District Court was in response to an appeal by nongovernmental organizations representing African migrants. The appeal was filed after Israel’ s Interior Minister Eli Yishai issued a decision to return the migrants.

Israel recognized South Sudan a day after it officially announced its independence from Sudan last July 9 and initiated formal ties three weeks later.

The decision paves the way for the deportation of about 1,500 South Sudanese who entered Israel illegally. Yishai said that he hoped the decision would be a precedent to allow the deportation of African nationals from other countries.

“This is not a war against infiltrators,” Yishai said, according to The Jerusalem Post. “This is a war for the preservation of the Zionist and Jewish dream in the land of Israel.”…READ MORE

Between 700 and 1,000 citizens of South Sudan who are illegally staying in Israel have seven days to leave the country of their own free will or face arrest, the Population, Immigration and Border Authority (PIBA) announced Thursday.

The announcement follows a court decision Thursday morning to remove the collective protection that had been given to the South Sudanese in Israel. PIBA said that those who wish to be accompanied and assisted by its Unit for Voluntary Departure, will receive assistance.

The decision by the Jerusalem District Court makes it possible for PIBA to take steps to expel the illegal immigrants and punish their employers.

Israeli Prime Minister Benjamin Netanyahu decried violence against African migrants following a night of violent protest.”There is no place for either the expressions or the actions that we witnessed last night,” Netanyahu said Thursday, a day after a demonstration in south Tel Aviv against illegal African migrants turned violent. “I say this to the public at large as well as to the residents of south Tel Aviv, whose pain I understand.”

Netanyahu said the problem of the infiltrators would be solved.

“We will complete construction of the fence within a few months and we will soon begin repatriating infiltrators back to their countries of origin,” he said.

Wednesday night’s violent protest in south Tel Aviv’s Hatikvah neighborhood, involving about 1,000 protesters, ended with 17 arrests.

Protesters attacked African migrants who passed the demonstration, and smashed the windshield of a car carrying three migrants as well as other car windows. Prime Minister Binyamin Netanyahu on Thursday vowed to begin enforcing Israel’s immigration laws and deporting illegal aliens “soon.”

“The problem of the illegal aliens must be solved and we will solve it,” Netanyahu said. “We will complete construction of the fence within a few months and we will soon begin repatriating illegal aliens back to their countries of origin..”

“However,” Netanyahu said in reference to violence that erupted following a rally in south Tel Aviv demanding deportations begin. “I would like to make it clear that there is no place for either the expressions or the actions that we witnessed last night.”

“I say this to the public and the residents of Tel Aviv,” he added. “We will solve the problem and we will do so responsibly.”

On Wednesday, more than 1,000 people calling for immigration laws to be enforced demonstrated at the corner of Irgun and Haganah in the southern Tel Aviv neighborhood of Hatikva.

During the rally, MK Danny Danon – who chairs the Knesset committee tasked with preventing illegal immigration to Israel – declared to demonstrators, “The state of Israel is at war with an enemy state that has formed within Israel and has its capital in southern Tel Aviv!”

After the rally some protesters smashed windows, lit garbage cans on fire, and damaged a car that had three illegal aliens in it. No one was hurt in the incident. On Thursday police arrested 12 people on suspicion of attacking the vehicle, and running riot.

Witnesses say vast majority of those who attended the rally both arrived and departed peacefully, despite the deep frustration felt by local residents.

Late last year, Netanyahu – who has described the deluge of illegal aliens in Israel a “national catastrophe” and “demographic threat” – said he would travel to Africa to meet with leaders and arrange for the safe return of their nationals currently in Israel.

Israel, a small nation of some 8 million people – of whom 75% are Jewish – does not have the capacity to absorb large numbers of non-Jewish immigrants or refugees while at the same time ensuring the Jewish character of the state.

Israel’s left has derided attempts to deport illegal aliens as ‘racism’ and ‘incitement,’ and argued that returning African refugees to their countries – especially Sudanese nationals – would endanger their lives.

Prime Minister Binyamin Netanyahu has ordered the coalition to block National Union Knesset Member Yaakov (Ketzaleh) Katz’s bill to compensate potential expulsion victims at Beit El’s Ulpana neighborhood and also told Defense Minister Ehud Barak to postpone demolition plans. The Prime Minister wants two weeks to solve the dilemma.

A court order for expulsions and demolitions of the five Ulpana apartment buildings is hanging over the heads of approximately two dozen families, some of whom have been living in the neighborhood for 10 years. There was no question of their legal presence until the High Court agreed with a left-wing organization petition that the land is owned by a Palestinian Authority Arab different from his cousin of the same name who sold the property – claiming ownership - to Beit El.

The government authorized the residents to move into their homes, which they argue were legally bought in good faith, but the High Court rejected their claim.

Prime Minister Netanyahu told coalition leader Ze’ev Elkin to work against advancing the bill proposed by MK Katz – whose party does not sit in the coalition – so that the government can find an alternative solution in two weeks.

Barak has said he opposes the proposed law because it would scuttle a standing court order and would give ammunition to the international anti-Israel movement. “In an advanced democratic country, there is no possibility of passing legislation that cancels a standing court order. Beit El is a large and important community that in the future will remain a part of the State of Israel in any future arrangement [with the Palestinian Authority). We must find a solution to carry out the court order while strengthening Beit El,” he said.

The implication is that Barak would agree to additional housing units in Beit El in exchange for carrying out the demolitions and expulsions. He has blocked thousands of homes from being built for Jews in Judea and Samaria by not signing authorization forms. As Defense Minister, he must sign each building permit for the Jewish communities in Judea and Samaria as they are subject to the  IDF civil administration.

“Good morning.

Indeed, this is our 150th Cabinet meeting, with very many accomplishments and activity behind us.  But this is also the first meeting of the broad unity government, with many tasks yet before us.  On behalf of all ministers, I welcome Shaul Mofaz as a government minister and welcome the Kadima MKs that have joined the coalition.

In the talks between us, we set four main goals for the broad unity government: Changing the Tal Law, changing the electoral system, passing the budget and advancing the peace process.  This week, an inter-party team will be formed to present us with alternatives to the Tal Law.  By the end of July, we will pass a law that will divide the burden on a more equal, more egalitarian and more just basis for all Israelis, Jewish and Arab alike, without setting public against public.

Soon, we will also establish a team to lead the change in the electoral system and we will begin to formulate a responsible – I emphasize responsible – budget.  We have done so up until now and we will continue to do so in the future, in the manner that has well maintained the Israeli economy in the face of the unprecedented global economic crisis.

Last night, my special envoy, attorney Isaac Molho, met with Palestinian Authority leader Mahmoud Abbas.  I hope that we will be able to advance the dialogue between the sides in order to resume the diplomatic talks.

Today, we will submit to the Government a comprehensive plan to improve the absorption of Ethiopian immigrants.  I have personally met with their representatives, from the religious leaders to young people and I am deeply impressed.  I have met with them several times; the Director-General has met with them dozens of times.  I was impressed by two things: One, is that there is a new generation, younger, energetic, active, that takes the initiative, with achievements and aspirations, and especially with the willingness to be integrated into Israeli society.  I was also struck by the distress; there is considerable distress.  Now I say this despite the fact that our Government has done more than any other to ease this distress and help Ethiopian immigrants integrate into Israeli society.  First of all, we decided to stop the unacceptable practice of schools for Ethiopians only and, in a gradual process, there will not be any more schools in Israel in which most pupils are Ethiopian.  We are bringing this phenomenon to an end.  Today, we will approve increasing housing grants to Ethiopian immigrants and their children and we will improve the ability of these immigrants to be absorbed into the labor market.

I think that in all of these steps, we are delivering several messages to the Israeli public.  One, there is no place for racism in Israel, this is unacceptable, there is no place for racism and there is no place for the tolerance of racism.  And perhaps most importantly, the Ethiopian immigrants, some of whom and some of whose parents, marched through Africa and overcame deadly dangers, to our sorrow, some did not arrive, they all set out in order to reach Zion.  They are our flesh and we are bound to them in mutual responsibility.  They are part of us, they are fully equal.

An earthquake rocked Israel on Friday evening, shortly before 10:00 p.m. local time, and was felt in areas from northern Israel to central Israel.

According to a Channel 10 News report, the police in the Northern, Central and Tel Aviv Districts said they received hundreds of phone calls from citizens who felt the earthquake. Local residents reported feeling objects and buildings move for about 15 to 20 seconds. There were no reports of injuries or damages.

The U.S. Geological Survey said the earthquake measured 5.5 on the Richter scale and its epicenter was in Cyprus, Channel 10 reported.

More than a 100 calls by concerned citizens were received in the northern city of Tzfat alone, the report said. The quake was felt even in Bat Yam, Kfar Saba, Ramat Hasharon, Ra’anana and other areas in central Israel.

Magnitude-5.3 quake rocks Israel

An earthquake was felt across Israel on Friday evening. No injuries or damage were immediately reported.

Residents said they felt tremors in Tel Aviv, Jerusalem, Beersheba, Haifa, Emek Yizrael, Nahariya, Rehovot and Kiryat Gat among other cities around 9:50 pm. They lasted several seconds.

The US Geological Survey initially reported the quake had a magnitude of 5.5, but according to the Geophysical Institute of Israel it measured 5.3 on the Richter scale. Quakes of such magnitude are considerate moderate.

The quake originated in the Cyprus region, at a depth of 19.8 kilometers (12.3 miles).

“I live in Kiryat Motzkin on the sixth floor. I felt the quake, which lasted a few seconds. I felt the chair I was sitting on move. It was really scary,” Amy Shakedi told Ynet.

The tremor was most widely felt in the north, where residents reported leaving their homes as a precautionary measure.

“I was sitting on the couch when I felt the movement,” a resident of Beit Shean said. “The furniture didn’t move or anything, and there were no damage, but we felt it. We immediately went out on the street, and the neighbors did too.”

A resident of the northern council of Misgav said: “I was sitting at home with my kids. Around 9:52 I felt the floor shaking under my feet. The glass displays started to clink. My six-year-old started to cry. I grabbed the kids and ran outside.”

The last earthquake to hit Israel took place in April 2011, and had a magnitude of 5.9.

As millions prepare to celebrate Passover holiday, new survey reveals that majority of Israeli Jews will celebrate seder, refrain from eating chametz, while 42% believe law is redundant

Passover is considered to be an especially difficult holiday, yet a new survey reveals – even Israel‘s secular population does not want to give it up. A Ynet-Gesher survey indicated that a clear majority of Israel’s Jewish population, from every sector of society, are meticulous in not eating chametz on the seven days of Passover.

Moreover, a majority of the population believes that the often criticized Chametz Law, which forbids stores, restaurants, offices and public places from displaying or selling chametz, is necessary.

The survey was conducted by Panels Ltd. among 519 respondents – a national sample that represents Israel’s adult Jewish population with a maximum sampling error of 4.4%.

Every Passover sees the question come up again on the public agenda: Would it have been better to leave the matter of chametz in the hands of the population rather than the legislative authority?

According to the survey, 56% of the Israeli public believes that the law is needed both for the Jewish character of the State (34%) and in order to maintain the status quo between the religious and secular citizens of Israel (22%).

In contrast, 42% believe the law is redundant: Some think “it needs to be a social norm that stems from mutual respect (24%) while others believe the individual’s freedom must be respected and that chametz should be allowed on Passover (19%).

The survey revealed that some 70% of Israel’s secular Jews believe that the law is unnecessary, with an equal number naming social norms and individual rights as the reason for their response.

Meanwhile, 76% of traditional respondents, 83% of modern orthodox and 95% of religious respondents believe the law is necessary.

When asked if they believed the Chametz Law influenced relations between the secular and religious citizens in Israel, 38% said it hurts the rights of the individual (the majority of the secular population), 27% said it contributed to joint relations as it maintained the Jewish identity in Israel, and 28% believe the law has little influence either way.

The survey also revealed that when the Passover holiday begins on Friday night, millions throughout the country will be celebrating – in accordance with the Jewish traditions. Some 61% of respondents declared that they would be having a full-fledged seder with all the trimmings (with the majority of this group made up of traditional and religious Israelis).

Some 33% said they would have a festive family dinner during which parts of the Haggadah would be read (secular Israelis). Some 4% would make do with a regular family dinner and 1% do not feel the need to mark the holiday in any way (an additional 1% stated that they had not yet decided on how to spend the holiday).

When asked whether they would eat chametz in a public place in front of religious or traditional people, 59% said the question was redundant as they do not eat chametz throughout the holiday week, 32% declared they would avoid it – so as not to offend anyone.

Some 6% said they would eat chametz but only “privately so that no one sees,” and 2% would not consider anyone’s feelings; 1% said they had no opinion on the matter.

Gesher Executive Director Ilan Geal-Dor believes that “The State’s residents want a connection to tradition and heritage and see themselves as part of a long line of generations of the Jewish nation. That is why there is no need to enforce these things… Our challenge is to preserve this framework and transfer it on to future generations.”

Supreme Court rules federal courts can consider Jerusalem passport issue

The U.S. Supreme Court returned to the lower courts the issue of whether Americans born in Jerusalem may list “Israel” on their passports — a ruling that drew praise from Jewish groups.

The decision delivered Monday was a success for the family of Jerusalem-born boy Menachem Zivotofsky. His family for years has sought to force the State Department to agree to state on his passport that he was born in Israel, citing a law passed by Congress in 2002.

President George W. Bush signed the law, but in doing so refused to implement it, citing executive prerogative in foreign policy. President Obama has continued that practice.

The Supreme Court, in an 8-1 decision, overruled lower court decisions that had contended that the judicial branch does not have authority over this area since it is not the courts’ place to determine foreign policy.

“The courts are fully capable of determining whether this statute may be given effect, or instead must be struck down in light of authority conferred on the  Executive by the Constitution,” Chief Justice John Roberts wrote for the majority.

Justice Stephen Breyer dissented.

Most national Jewish groups backed the Zivotofskys, with many submitting friend of the court briefs on their behalf.

Among the first groups to welcome the latest decision was the Orthodox Union.

“With the ruling by the high court, Congressional policy on Jerusalem, ignored by successive Administrations, will get its day in court,” the O.U. said in a statement.

Netanyahu pulls ad campaign for Israeli expats that angered U.S. Jews

Israeli Prime Minister Benjamin Netanyahu is canceling an ad campaign aimed at luring Israeli expatriates home that some American Jews have found offensive.

The ads, produced by Israel’s Ministry of Immigrant Absorption, attempt to convey the message that the children and families of Israeli expats will not have Israeli identities if they stay in the Diaspora. This week, the Jewish Federations of North America called the ads “insulting,” and the head of the Anti-Defamation League said they were “demeaning.”

“The Ministry of Immigrant Absorption’s campaign clearly did not take into account American Jewish sensibilities, and we regret any offense it caused,” Michael Oren, Israel’s ambassador to the United States, said in a statement. “The campaign, which aimed to encourage Israelis living abroad to return home, was a laudable one, and it was not meant to cause insult. The campaign was conducted without the knowledge or approval of the Prime Minister’s Office or of the Israeli Embassy in Washington. Prime Minister Netanyahu, once made aware of the campaign, ordered the videos immediately removed from YouTube, and he ordered that the billboards be removed as well. The prime minister deeply values the American Jewish community and is committed to deepening ties between it and the State of Israel.”

Though the ad campaign, consisting of billboards and three videos running on YouTube and on some Israeli sattelite TV channels, is more than two months old, Jewish organizations appear to have been galvanized by a report on The Jewish Channel that was highlighted Wednesday by The Atlantic’s Jeffrey Goldberg in a blog post titled “Netanyahu Government Suggests Israelis Avoid Marrying American Jews.” Goldberg called the ads a “demonstration of Israeli contempt for American Jews.”

The Jewish Federations then said it was sending a letter to Netanyahu protesting the 30-second spots and asking that they be pulled.

In one of the ads American Jews complained about, the young daughter of Israeli expats sits with her parents while video chatting with her grandparents in Israel, who have a lighted menorah in the background. When the grandparents ask the girl what holiday it is, she says, “Christmas!” The tagline: “They will always be Israeli. Their kids won’t.”

In another ad, a dozing Israeli expat father is deaf to his son’s calls of “Daddy!” until the kid finally says “Abba!” The tagline: “Before ‘Abba’ turns into ‘Daddy,’ it’s time to come back to Israel.”

“While we recognize the motivations behind the ad campaign, we are strongly opposed to the messaging that American Jews do not understand Israel,” Jewish Federations leaders wrote to their board of trustees. “We share the concerns many of you have expressed that this outrageous and insulting message could harm the Israel-Diaspora relationship.”

The Anti-Defamation League’s national director, Abraham Foxman, told Haaretz the ads were “heavy-handed, and even demeaning.”

According to the Haaretz report, Israeli’s Foreign Ministry consulted with the Absorption Ministry after receiving several complaints from American Jews and was told that the feedback from Israelis who live in the United States was positive….VIEW ADS

Lieberman threatens to bring down government over outposts

Israel’s Foreign Minister Avigdor Lieberman threatened to bring down the Netanyahu government if it orders the demolition of two West Bank outposts.

Lieberman said Monday at a meeting of his Yisrael Beiteinu party that he would pull his party out of the government coalition, causing it to collapse, if the government goes ahead with the planned demolition of the Givat Assaf and Migron outposts. Both demolitions have been ordered by Israel’s Supreme Court.

Lieberman also threatened to bring down the government if the Cabinet decides to transfer withheld Palestinian tax money to the Palestinian Authority. The Security Cabinet on Sunday decided to continue to withhold about $100 million in tax payments collected on the Palestinians’ behalf.

The money was withheld originally after the Palestinians were accepted as full members of UNESCO, the United Nations scientific and cultural agency, and is continuing to be withheld over Fatah-Hamas unity talks.
